Although voluminous research connects the neo-Kantian triad—democracy, economic interdependence, and intergovernmental organization membership—to amelioration of conflict processes, comparatively little is known about how these factors relate to economic coercion. We advance the relevant literature on neo-Kantianism and the determinants of sanction decisions by (1) analyzing the impact of all three neo-Kantian factors on economic coercion and (2) assessing the effects of these factors across both the onset of threat and imposition of sanctions. Results from the time-series, cross-national data analyses indicate a significant but complex connection between the neo-Kantian variables and sanctions. Specifically, we find that although democratic regimes are less likely to threaten each other with sanctions, once a threat is made, democracies are more likely to impose sanctions against each other. Economic interdependence and common IGO membership are likely to increase the probability of sanction threats. Yet, the results also suggest that common IGO membership decreases the probability of sanction imposition while economic interdependence has no statistically significant effect on the decision to impose sanctions. Overall, these results highlight the importance of a more nuanced study of sanction decisions for a better understanding of the factors that lead to sanction use.  相似文献

Juvenile sex offenders (JSO) are a specific subset of delinquent adolescents that are receiving more attention because of the crimes they commit and the issues surrounding how to successfully treat their deviant behaviors. Given JSO are such predominant treatment concerns in society, it is essential to identify and target key risk factors. One sexual behavior, bestiality, may be of particular importance to address in treatment. In a meta‐analysis conducted by Seto and Lalumiere, a 14% rate of bestiality among JSO was reported. This current study examined the differences in JSO (n = 32) who admitted bestiality based upon a self‐report measure, the Multiphasic Sexual Inventory‐II (MSI‐II), compared to information elicited by polygraphs. The results indicated extensive underreporting of bestiality behaviors between these two sources of information (MSI‐II = 37.5%; polygraph = 81.25%). These findings are important given the reliance treatment programs place on information elicited from self‐report tools.  相似文献

Cross-systems collaboration between child welfare, education, and the courts benefits when challenges and priorities are identified early. We measured perceptions of educational stability in foster youth with a statewide survey of 1,603 professionals in education, child welfare, and the courts. Results reveal commonalities among perceived challenges to collaboration across systems (e.g., multiple foster care placements; school changes) and differences in perceived importance or significance of a given issue by professional group. Results guided collaborative work in Kansas and may assist other states seeking strategies that inform cross-systems collaboration to improve educational well-being for youth in foster care.  相似文献

With faith in government waning, cultural diversity spiraling, and fiscal stress straining the ability of policy makers to address the policy challenges accompanying these developments, the salience of (re)connecting citizens with government takes on renewed urgency today. Nowhere is this more the case than in urban America, where so‐called global cities teeming with ethnic diversity and controlling a disproportionate amount of global business in the world economy confront profound citizen participation challenges, choices, and opportunities. In this installment of Theory to Practice, the authors cull lessons from their 10‐year action theory–based assessment and participation in the city of Los Angeles’ neighborhood council experience. Comparing and contrasting their findings in this global city with those from related studies on participatory mechanisms and deliberative processes more generally, they offer six lessons for those seeking to build stronger democracy in urban areas, argue that further advances require a greater research focus on the longitudinal implementation of these efforts rather than just on their design, and contend that university researchers have a role to play in these efforts as long as they appreciate the paradoxical nature of their participation. Expert e‐commentary by Brian Cook of Virginia Tech, Tina Nabatchi of Syracuse University, and John Thomas of Georgia State University on the perspectives and arguments culled from Los Angeles’ theory‐based participatory efforts can be found on the PAR website (go to aspanet.org, click on the link to PAR, and then on the Theory to Practice link). These e‐commentaries are accompanied by the authors’ response and instructions on how PAR readers can join the exchange.  相似文献
