This article contributes to ongoing debates in comparative public administration through exploring the governance paradigm in the unfavourable empirical terrain of French education. After identifying potentially relevant features of governance, we investigate changing patterns of policy-making in French education at macro, meso and micro levels. Extrapolating research findings from extensive interviews and participant observation at ministerial meetings, we conclude the existence of a French-style governance that operates within distinctive ideational and institutional environments and interest structures. The article emphasizes the importance of historical and institutional traditions in framing the available pathways of governance. 相似文献

In peace-building and transitional justice literature economic restoration is considered central to sustainable peace in post-conflict societies. However, it is also widely recognised that many post-conflict states cannot afford mechanisms to provide restoration. Not only are many such states poor to begin with, but violent conflict further degrades their economic capacity. As a result, in their need to provide jobs, generate tax revenues, spur development and promote sustainable peace, many post-conflict states turn to alternative processes of economic restoration. This paper examines the potential for foreign direct investment (FDI) to serve as one alternative means by which to provide economic restoration in post-conflict states. Presenting findings from six months of fieldwork evaluating one such project in rural Sierra Leone, the paper describes how local people experience such projects and explores whether employment and land-lease payments can provide experiences of economic restoration so far unforthcoming from the state. 相似文献

Demands for a second Scottish independence referendum have persisted since 2014. The Scottish government introduced the Referendums (Scotland) Bill at Holyrood in May 2019 to enable referendums within the competence of the Scottish parliament. The Scottish National Party (SNP) government presented this as a framework enabling a range of referendums. Opponents saw this as legislating for a second independence referendum. The act will form a large part of the legal framework and rules for any second independence referendum. Importantly, the legislation provides innovation in electoral law more generally. This article discusses the background to the bill, its initial contents, and debates around and amendments to the bill. Despite harsh criticisms, Spanish provincial governments (diputaciones) have survived for 200 years and have remained practically unchanged since the Transition. The survival of diputaciones in a proto-regional state is clearly a paradox that requires consideration of a range of potential explanations. Drawing upon extensive empirical investigation within and around three provincial governments in 2013–2014 (Seville, Barcelona, and Valencia), the survival of the diputaciones is illuminated by the path dependency and functional arguments, but it is most convincingly explained in terms of cartel (party) politics. Authoritarian leaders’ language provides clues to their survival strategies for remaining in office. This line of inquiry fits within an emerging literature that refocuses attention from state-level features to the dynamic role that individual heads of state and government play in international relations, especially in authoritarian regimes. The burgeoning text-as-data field can be used to deepen our understanding of the nuances of leader survival and political choices; for example, language can serve as a leading indicator of leader approval, which itself is a good predictor of leader survival. In this paper, we apply computational linguistics tools to an authoritarian leader corpus consisting of 102 speeches from nine leaders of countries across the Middle East and North Africa between 2009 and 2012. We find systematic differences in the language of these leaders, which help advance a more broadly applicable theory of authoritarian leader language and tenure. 相似文献

Increasing anecdotal, empirical, and research evidence indicates mental disorder history is one of the several factors associated with increased risk of involvement in lone-actor terrorist activities. Currently, few studies have been conducted on the mental disorder histories of individuals assessed as at risk of involvement in terrorist activities (Meloy, J Threat Assess Manag 2019;6:93). This pilot study describes demographic, psychiatric, and criminal characteristics of a sample of Scottish individuals identified by the Prevent element of the U.K. national counterterrorism strategy, and outcome data after follow-up at 2 years. Twenty-three individuals were referred to Prevent as posing a national security risk from a county in Scotland. Their records were studied for psychiatric and criminal histories. Nine (39%) had previous psychiatric contact, all were “lone actors”, and none were embedded with organized terrorist groups. The most common diagnoses were substance use disorder, personality disorder, depression, and psychotic disorder. The sample displayed factors associated with increased risk of violence including previous offending, early behavioral difficulties, school problems, substance misuse, cluster B personality disordered traits. After 2 years, 44% of the mentally disordered group had re-offended. The offense types were generally similar to those prior to the individual being involved with the Prevent counter terrorism program. Only one of the mentally disordered group committed a further national security offense. In this sample, mental disorder history is overrepresented in individuals who come to the attention of the U.K. Prevent counter terrorism strategy. Further empirical studies with additional power are required to develop the empirical evidence base in this under-researched area. 相似文献
