Through different forms of decentralization variables, this study investigates Indonesian local government authorities' 2006 financial accountability reports in terms of local government authorities' contributing funds to political parties. Audit results by the Supreme Audit Body reveal that many articles were violated by these authorities in regard to the distributing, administrating, and reporting of assistance funds from them to political parties. Each rupiah committed by the 221 local government authorities involved in this study violated, on average, 1.8 articles, indicating a low level of compliance.

Critically, the study finds that administrative, fiscal, and political decentralization decreases discrepancies. The less administratively decentralized provincial authorities, where decision making is a level of government farther from the people, are more likely than non-provincial local government authorities to make discrepancies with political party legislation and regulations. Fiscally decentralized local government authorities, who earn a higher fraction of their revenue from local sources, also tend to have fewer discrepanciesFinally, politically decentralized authorities with a higher percentage of elected officials from the decentralized supporting ruling coalition, also have fewer discrepancies.  相似文献

Explanations of democratization are often criticized using criteria that cannot feasibly be satisfied. One possible result of this is that all explanations are made to appear woefully inadequate. Another is the misapplication of the criteria to deliver prejudiced judgement on rival accounts. The problems attached to such criteria are outlined. Replacement strategies adopted by different approaches are identified and assessed, stressing the constructive role that values and interests may play in the appraisal of competing explanations.  相似文献

In this article, public policy is put into a multi-stakeholder rather than adversarial perspective: we argue that there is a role for multi-stakeholder involvement in both the development and implementation of public policy; these are separate processes that can involve different patterns of stakeholder involvement (stakeholders have different skills and levels of interest in public policy) in either one or both the development and implementation phases. We need new models, approaches and examples of such multi-stakeholder public policy, and in this Special Issue, we focus on China, where such research is only slowly emerging. We present and analyse six papers that fall naturally into three categories: (1) corporate social responsiveness and societal relationships; (2) public affairs (particularly reputation management) and citizen involvement; and (3) public-management-oriented, data-based analyses. These articles, taken together, increase our understanding of multi-stakeholder research and practice, but equally as important, they give us insights into how Chinese public policy academics research and report public policy. This window into academic research and thinking offers us an opportunity to expand and deepen our understanding of public policy and its implications for public affairs in China. Government agencies are encouraged to adopt business practices to improve program performance. But there are significant differences between the private and public sectors, both in the nature of the commodities offered and the way people in decision-making roles maximize utility. These differences are likely to affect the success of such endeavors. We examine efforts by the Office of National Drug Control Policy to develop a National Drug Control Strategy. A theoretical model of performance-based management is developed within this context that allows us to identify tensions that are inherent in any system of this kind. Some basic methods for reducing tension are then discussed. Given the generality of the model, it is possible the observations offered here are relevant to other policy problems requiring multi-agency coordination.  相似文献

This article assesses the value of local parties. It asks why political parties value their local sections. It also considers the ways in which local parties can benefit society. Local parties act as a democratic training ground for party members, are a conduit for political communication and provide parties with a range of resources. They also act as problem solving agencies; they ensure that policy is responsive to local needs; they provide an additional channel of communication and accountability; and they link citizens with the state. The article ends with an appeal to party scholars to refocus their attention towards local parties.  相似文献
