Italian presence in community organisms in Brussels

Although foreign policy changes reflect transformations in the international system, they are also strongly conditioned by domestic factors. This is particularly true in the United States. Domestic factors have affected US decision-makers’ interpretation of the international system and the role their country should play in it. That interpretation has gone through various phases, each characterised by a predominant paradigm or a struggle between competing paradigms. If the period between 11 September 2001 and the 2006 mid-term elections witnessed the uncontested success of unilateralism, after those mid-terms and the elections of 4 November 2008, the necessary domestic conditions for a new multilateral paradigm may have been created.     

Forensic determination of hair deposition time in crime scenes using electron paramagnetic resonance

Several types of biological samples, including hair strands, are found at crime scenes. Apart from the identification of the value and the contributor of the probative evidence, it is important to prove that the time of shedding of hair belonging to a suspect or victim matches the crime window. To this end, to estimate the ex vivo aging of hair, we evaluated time‐dependent changes in melanin‐derived free radicals in blond, brown, and black hairs by using electron paramagnetic resonance spectroscopy (EPR). Hair strands aged under controlled conditions (humidity 40%, temperature 20–22°C, indirect light, with 12/12 hour of light/darkness cycles) showed a time‐dependent decay of melanin‐derived radicals. The half‐life of eumelanin‐derived radicals in hair under our experimental settings was estimated at 22 ± 2 days whereas that of pheomelanin was about 2 days suggesting better stabilization of unpaired electrons by eumelanin. Taken together, this study provides a reference for future forensic studies on determination of degradation of shed hair in a crime scene by following eumelanin radicals by utilizing the non‐invasive, non‐destructive, and highly specific EPR technique.     

Experimental evaluation of rigor mortis IX. The influence of the breaking (mechanical solution) on the development of rigor mortis

In criminal proceedings involving illegally manufactured substances, evidence demonstrating the manufacture is required for successful prosecution. In many circumstances the presence of manufacturing equipment and 'recipes' are clear indicators. However establishing chemical links between starting materials and products would be beneficial additional evidence in such circumstances. Isotope analysis is becoming more commonly employed in disputes over authenticity and provenance of materials such as food stuffs or pharmaceuticals [S. Benson, C. Lennard, P. Maynard, C. Roux, Forensic applications of isotope ratio mass spectrometry--a review, Forensic Sci. Int., 157 (2006) 1-22]. We report here the results of an isotope study investigating a link between hexamine used as a starting material and the product explosive RDX, manufactured using the Woolwich process. Isotopic composition of hexamine and RDX was analysed by stable isotope ratio mass spectrometry. Five different hexamine samples were selected from a group of eleven for use in this study. One of the five hexamine samples was used twice, providing data on the reproducibility of the synthesis. Carbon and nitrogen isotope analysis of the hexamine starting material and RDX products reveals a reproducible relationship between reactant and product.     

Participatory budgets in Canoas (Brazil) and Cascais (Portugal). A comparative analysis of the drivers of success

ABSTRACT

This article is a comparative analysis of two internationally awarded cases of Participatory Budgets in Canoas (Brazil) and Cascais (Portugal). Our main argument is that the success of these PBs relies on political/administrative, societal, and geographic drivers. This conceptual model has been adopted to analyse and discuss the success of the two case studies. The provision of an original conceptual model for comparative analysis and the empirical knowledge from the two cities are supported by the review of main literature in this field of study, and aim to contribute, with original findings, to the international debate on participatory budgeting.     

Back to Basics: The Great Recession and the Narrowing of IMF Policy Advice

This article contributes to the literature on the dynamics of change and continuity in the International Monetary Fund's (IMF's) policy paradigm. The IMF embarked on a process of “streamlining conditionality” during the 2000s, but many observers have argued that the IMF's policy paradigm from the 1990s remains intact. This article examines whether the scope of the IMF's policy advice to borrowers during the Great Recession narrowed in comparison to its advice to borrowers during the heyday of the Washington consensus in the 1980s and 1990s. The article uses qualitative content analysis to establish the frequency of a series of policy dialogue indicators in four sample sets of countries requesting IMF stand‐by arrangements over three decades. The evidence suggests that contemporary IMF policy advice to borrowers continues to stress the importance of fiscal consolidation, with reduced emphasis on promoting the structural economic reforms associated with the Washington consensus era.     

Growth,control and tensions in an open socialist economy

Persistent contradictions among growth, efficiency and equilibrium in East European countries are analysed in our theoretical model. Internal and external tensions are distinguished. Both types of tension diminish the efficiency of investment and of foreign trade, moreover, they modify macrodistributional shares. Competing growth strategies are compared achieving constant internal and/or external tensions. A simple numberical macromodel is constructed to be used in computer simulations.     

A survey of micro-enterprise in urban West Africa: drivers shaping the sector

This article identifies some key factors shaping the micro-enterprise sector in urban French West Africa. Drawing on interviews with micro-entrepreneurs and micro-finance practitioners in Benin, Burkina Faso, Niger, and Togo, the study explores the needs, characteristics, motivations, and success factors for micro-entrepreneurship in the region, together with some of the impediments to the growth and success of micro-enterprise ventures. It was found that those operating micro-enterprises in the informal economy are entrepreneurs principally by necessity, and that their most basic needs tend to drive their business activities and behaviours. It was also observed that their success was constrained by a number of barriers, including poor access to capital, poor training, and general aversion to risk. As a result, the development of the micro-enterprise sector in urban French West Africa has been sub-optimal, and the authors conclude that this situation may persist unless broader economic and social barriers are addressed.     

The emergence of a group of four characters (Vāsudeva, Saṃkarṣaṇa, Pradyumna, and Aniruddha) in the Harivaṃśa: points for consideration

There are good reasons to think that Vāsudeva, Saṃkarṣaṇa, Pradyumna and Aniruddha already form a sort of implicit tetrad in the HV. The aim of this paper is to draw attention to often overlooked data related to this tetrad. (1) Upon first reading, the sequence of the HV episodes appears to be somewhat disconnected, and might lead one to conclude that no such grouping of these figures had as of yet taken place. Nevertheless, a closer look at the structure of the text makes it clear that these four characters are one of the main focuses of the narrator’s interest. (2) The relationships of these four heroes to one another and to other deities will be examined. In addition to their close kinship, these heroes with the exception of Aniruddha, are also said to be incarnations of other entities; thus the logic underpinning this grouping must be located at this other level. (3) Considered against the backdrop of the entire HV, one realizes that a basic pattern is established in which the presence of the goddess, under various names and functions, is required not only to facilitate Saṃkarṣaṇa’s and Kr̥ṣṇa’s births and actions on earth, but also the actions of Pradyumna and Aniruddha. In fact, neither Kr̥ṣṇa Vāsudeva, nor Saṃkarṣaṇa, nor Pradyumna nor Aniruddha can act entirely independently of her assistance. (4) The HV does not employ the word vyūha in connection with the group of Vāsudeva, Saṃkarṣaṇa, Pradyumna and Aniruddha. Nevertheless, during the battle waged to deliver Aniruddha, the idea of vyūha is present even if the word itself is not. HV 110.47–49 describes a true trivyūha composed of three fighters (Vāsudeva, Saṃkarṣaṇa and Pradyumna), who are arranged in such a way as to protect one another. The episode of Aniruddha’s liberation appears to be the missing link, showing clearly that at least Kr̥ṣṇa, Saṃkarṣaṇa and Pradyumna are capable of assuming a vyūha as they fight the Rudraic forces.     

Interests groups in Parliament: Exploring MPs’ interest affiliations (2000‐2011)

This research note presents an innovative dataset of Swiss MPs’ interest ties between 2000‐2011. The longitudinal analysis shows that the average number of interest ties per MP has more than doubled: from 3.5 in 2000 to 7.6 in 2011. Since the mid‐2000s, public interest groups have accounted for approximately one out of two ties between MPs and interest groups, showing the strongest increase during the period. However, when looking at the most present individual groups, important business groups dominate and appear well connected with the governmental parties of the political right. Finally, interest groups are also able to forge themselves a strategic presence within the parliamentary committees that are the most relevant for their policy issues. Next research steps include the assessment of the (un)biased access of interest groups to the parliamentary venue and their policy influence.
