Abstract: The project “Latent Fingerprints and DNA on Human Skin” was the first systematic research in Europe dealing with detection of fingerprints and DNA left by offenders on the skin of corpses. One thousand samples gave results that allow general statements on the materials and methods used. The tests were carried out according to a uniform trial structure. Fingerprints were deposited by natural donors on corpses. The latent fingerprints were treated with magnetic powder or black fingerprint powder. Afterward, they were lifted with silicone casting material (Isomark®) or gelatine foil. All lifts were swabbed to recover DNA. It was possible to visualize comparable and identifiable fingerprints on the skin of corpses (16%). In the same categories, magnetic powder (18.4%) yielded better results than black fingerprint powder (13.6%). The number of comparable and identifiable fingerprints decreased on the lifts (12.7%). Isomark® (14.9%) was the better lifting material in comparison with gelatine foil (10.1%). In one‐third of the samples, DNA could be extracted from the powdered and lifted latents. Black fingerprint powder delivered the better result with a rate of 2.2% for full DNA profiles and profiles useful for exclusion in comparison with 1.8% for the magnetic powder traces. Isomark® (3.1%) yielded better results than gelatine foil (0.6%).  相似文献

In spite of the fact that human rights appear, based on proclamations made by EU representatives, to be of critical importance in the EU's negotiations with Turkey, human rights reform has not been a primary target of pre‐accession aid to Turkey. Why is human rights reform not a central priority in the EU's allocation of aid in this case? First, Commission representatives and Members of the European Parliament disagree over the relative importance of the status of human rights in the pre‐accession reform process. Second, the format of the aid allocation process magnifies inconsistencies in the EU's approach to human rights reform.  相似文献

In recent years, the field of political consulting and policy advice has gained growing attention and, thus, has been subject of important debates regarding its key concepts and theoretical foundations. This paper sets out to defend the authors' original thesis which has been challenged in the course of these debates. We argue that, along with classical oneway modes of consultation, a new way of interaction between political decision makers and consultants has emerged. The knowledge deriving from these cooperative discourses is not merely an external source for the preparation and legitimation of political decisions. It is integral part of the policy process and may unfold its potential as long as it meets the standards of epistemic and political robustness.  相似文献

  • Active citizen participation is increasingly being recognized as essential to effective public policymaking. A key challenge for public administrators is how to effectively engage constituents' diverse viewpoints in sound deliberation that will likely result in coherent, agreed judgments. This paper investigates one such public deliberation process, Australia's first Citizens' Parliament, which brought together 150 randomly sampled Australian citizens charged with the task of formulating concrete policy proposals to be considered by the Federal government. One unexpected outcome of this initiative, especially given Australian ambivalence about nationalism, was the emergence of a shared identity among participants that appeared to bridge cultural and geographical divides. We explore linkages between salient elements of the deliberative process, the emergence of a sense of ‘being Australian’, and the final agreed list of policy recommendations that indicated an understanding of and commitment to the ‘common good’. If the emergence of a shared identity is acknowledged as a key to the development of a coherent public voice, then further examination of these linkages will be critical to the efficacy of future public deliberations. Moreover, given the heterogeneous nature of the Australian electorate and the challenges inherent in the country's federal governance structure, the findings have significant implications for policymakers in similar constituencies, notably the EU and the USA.

ABSTRACT

What determines the failure of local government amalgamation referenda? Existing research suggests that functional pressures act as a push factor towards local territorial reform, whereas considerations of political self-determination exert a pull effect. However, we know little about the respective importance of these countervailing forces. In this paper, I analyze popular vote decisions on mergers of 541 municipalities involved in 166 different merger projects in three Swiss cantons since the new millennium. The results show that both functional pressures and concerns for self-determination are linked to popular vote outcomes: small municipalities are less likely to reject a merger. Concerns for self-determination matter, but only when the pressures of smallness are not overwhelming: a higher vote share of right-wing parties and a preponderance of other municipalities in the merger coalition increase the probability that voters reject a merger project. This has implications for policy-makers’ strategies when drafting and promoting voluntary local amalgamation reforms.  相似文献

Abstract

One of the main criticisms of direct democracy is that it places excessive demands on voters. Are citizens competent enough to vote directly on policy issues? When stakes are high, do citizens mainly follow elites’ signals or do they decide in line with their issue preferences? This article addresses these questions in a multi-method setting by combining observational and experimental data from an original three-wave panel survey conducted during the 2016 Italian constitutional referendum. In particular, Finite Mixture Models are employed to model voters’ heterogeneous strategies of information processing. Findings show that heuristic voting based on government evaluation prevails over policy-related voting. More specifically, less politically sophisticated and partisan voters relied on government assessment as a heuristic, while sophisticated and independent voters based their decisions mostly on their assessment of the reform. Implications for the question of citizens’ competence in direct democracy are discussed.  相似文献

Abstract

Connectivity infrastructure is constantly expanding, increasing internet access across countries, regions and socio-political contexts. Given the fast-changing geography of the internet, there is a growing demand to strengthen cyber capacity beyond national frameworks, in order to develop a transnationally coherent and coordinated governance approach to cybersecurity. In this context, cyber capacity building initiatives are increasingly central in international debates, with the ambition to support countries in the Global South in fostering their cybersecurity strategy from technical and policy perspectives. This article discusses the key factors explaining states’ efforts to enhance their cyber capacity. Based on a cross-national quantitative research approach, the findings contradict international relations (IR)-derived approaches to cybersecurity, which assume that countries develop their cyber capacity according to external security threats, domestic politics or norms. In line with existing research on the role that science plays in policymaking processes more broadly, our results suggest instead that a country’s science and technical knowledge is the most robust explanation for that state’s cyber capacity level. These findings emphasise the need for policymakers to support countries in the Global South in developing their cyber capacity beyond national security paradigms by strengthening education and technical skills in contexts lacking in this resource.  相似文献
