Horizontalité et gouvernance décentralisée: les conditions de collaboration dans le contexte de l'action communautaire

Sommaire: Cet article s'interroge sur les formes de gouvernance qui caractérisent le secteur communautaire en s'appuyant sur l'étude de deux cas de partenariats locaux initiés par l'organisme Québec en forme (QEF) dans les régions de l'Outaouais et de la Mauricie. La participation croissante des organismes communautaires à la prestation des services publics met en relief l'importance de la collaboration et du partenariat interorganisationnels dans le cadre d'une gouvernance plus horizontale. L'article présente certaines difficultés posées par la construction d'une telle gouvernance dans le secteur communautaire. Le poids des structures de pouvoir traditionnelles, de même que les innovations proposées dans la littérature sur la gouvernance et l'horizontalité (élargissement des partenariats, développement de nouveaux objectifs partagés, etc.), ont beaucoup de difficultéà prendre assise dans la pratique communautaire. Abstract: This article examines the forms of governance that characterize the community sector, referring to two case studies of local partnerships initiated by the group “Québec en forme” (QEF) in the Outaouais and Mauricie regions. The increasing participation of community organizations in the delivery of public services highlights the importance of cross‐jurisdictional cooperation and partnerships within the framework of a more horizontal governance. The article presents some of the challenges surrounding governance construction in the community sector. The weight of traditional power structures, as well as the innovations proposed in the literature on governance and the implementation of a horizontal approach (securing broader partnerships, developing new shared objectives, etc.), are not easily adopted in community practice.     

The Early Cold War and American Political Development: Reflections on Recent Research

This paper is a review essay of three books representing new research into the relationship between Cold War mobilization and postwar American political development: Michael Hogan, A Cross of Iron: Harry S. Truman and the Origins of the National Security State, 1945–1954 (Cambridge University Press, 1998); Guy Oakes, The Imaginary War: Civil Defense and American Cold War Culture (Oxford University Press, 1994); and Peter Trubowitz, Defining the National Interest: Conflict and Change in American Foreign Policy (University of Chicago Press, 1998).     

Ownership or Competition? An Evaluation of the Effects of Privatization on Industrial Relations Institutions, Processes and Outcomes

This paper examines whether privatization and exposure to product market competition leads to changes in labour management and industrial relations. Three sets of propositions are examined: privatization will lead to lower changes in industrial relations institutions and processes; privatization will lead to lower average levels of remuneration relative to public sector firms; and privatization will lead to relatively higher levels of efficiency. In each instance it is hypothesized that competition will add to ownership effects. These propositions are examined drawing on data derived from the UK bus industry.     

Meeting the Offender Re-integration Challenge

In this article the author – member of the European Offender Employment Forum – gives his view on the problems of re-integrating ex-offenders. He describes the pan-European growth of the prison population, the vocational training offered in prisons and the demands of the labour market. He also discusses promising programmes and initiatives to counter the problems faced by ex-offenders. The 'solution' should be multi-dimensional, provide for continuity between pre-release and after-care and counter problems like employment, housing and finances. Governments must make it their business to ensure that the programmes they support are meeting the range of offenders' needs, are linking properly with the labour market and are providing continuity from sentence to community.     

What happens when a reform works? The need to study unanticipated consequences of mandatory processing of domestic violence

One of the primary facets of the sociology of law is concerned with the relationships between formal rules and regulations having the force of governmental social control and the values, norms and practices of those who enforce them (or not). This “law in action” perspective enables research to test out the differential impact on legal decisions of both formal and informal aspects of social control (Hawkins, 1992). One of the limitations of recent work on domestic violence is that it focuses too narrowly on one or two negative sanctions, e.g., arrest or restraining orders, to the exclusion of the other options and the mix of formal and informal decisions in the criminal justice system as a whole (Reiss, 1974). This research attempts through a close analysis of the workings of the Quincy, Massachusetts criminal justice system in response to domestic violence, to identify the consequences, unanticipated and anticipated, of decisions made in several domains (public, police, prosecutors, and courts) of the criminal justice system. This study uses in-depth interviews with batterers, victims and criminal justice agency and related personnel as well as agency policies, training materials and records to examine possible unintended consequences of aggressive intervention in cases of domestic violence. This study will explore the impact of the Quincy Domestic Violence Program, considered to be a national model, on the lives of victims and offenders who are treated by the court. We have selected the District Court at Quincy, Massachusetts as our research site. It has a well deserved national reputation treating abusers systematically from the initial intake by arresting officers through close supervision in probation.     

Public Access to the English Coastline: An Analysis of Part 9 of the Marine and Coastal Access Bill

The Marine and Coastal Access Bill includes legislative provisions for improving public rights of access to the English coast. This paper examines the background to the coastal access proposals and analyses the draft legislative framework in the context of ongoing controversies over the creation of public rights of access to private land. It also considers the issue of compensation payments to the owners and occupiers of land affected by the coastal access proposals.
