The island of Taiwan has successfully managed 60 years of fast-paced economic growth. Taiwan is a demonstrably resilient player in the global economy, while also maintaining high levels of income equality. However, there is a great deal of uncertainty surrounding whether the factors that have enabled and sustained the Taiwanese development project thus far will be an adequate means of managing the contemporary challenges facing the island. Taiwan may be becoming increasingly vulnerable to global economic conditions, and the island’s future seems also to be increasingly tied to developments in the Chinese mainland. This paper examines the prospects for a continuing Taiwanese growth paradigm from both a cultural and an economic perspective and finds reason for optimism. This optimism is contingent on the strength of international export markets and prudent management of cross-Strait relations with the Chinese mainland.  相似文献

Museums, along with other public sector organisations, have been urged to co‐produce. Co‐production may offer increased resourcing and greater effectiveness, and enhances public value through stronger relationships between government and citizens. However, co‐production, particularly that which involves collaboration with communities, is largely resisted by public sector organisations such as museums. This research examines the extent to which museums co‐produce and the role played by professional bodies in driving or inhibiting co‐production. It finds that the study of co‐production in museums reveals the influence of ‘institutional inertia’ and the limits to which professional bodies are able to ‘diffuse’ co‐production and change established professional practice.  相似文献

This article argues that the European Union’s capacity to use an operational instrument for the purpose of an articulated objective constitutes an important, but conceptually neglected and empirically underexplored, element of its actorness. In order to fill this gap, the article introduces the concept of strategic capacity and develops an analytical framework for systematic empirical assessments thereof. Drawing on 22 qualitative expert interviews, the framework is applied to the EU’s maritime operation against human smugglers in the Central Mediterranean (EUNAVFOR MED Operation Sophia). The article finds that the EU so far has displayed a fairly low degree of strategic capacity in its fight against human smugglers. The article argues that this fairly low degree of strategic capacity is not to be ascribed to an institutional apparatus that is unfit for strategic action, but a decision on the part of political decision-makers to give weight to symbolic, as opposed to strategic, action. As a result, the operation has contributed little to the formal objective of disrupting and dismantling human smuggling networks in the Central Mediterranean. In some areas, it has even had an adverse effect on this objective.  相似文献
