The duty to protect, or Tarasoff duty, has been conceptualized as arising solely in the context of a clinical setting. A recent California Supreme Court ruling in People v. Clark adds legal, clinical, and ethical dilemmas to the oftentimes contentious Tarasoff issue. Though the Tarasoff issue is but a minor legal point in Clark, a possible consequence of Clark is that a Tarasoff warning could be deemed nonconfidential and admissible in a criminal trial. Psychotherapists could therefore be testifying in criminal courts as prosecution witnesses. While the possibility of a chilling effect on patients' disclosure of violent ideation in the context of psychotherapy first caused apprehension after the California Supreme Court's 1976 decision in Tarasoff v. Regents of the University of California, this same Court's ruling in People v. Clark some 14 years later may ensure that this fear finally becomes realized.  相似文献

An epidemiological study was conducted to characterize adult, domestic homicides committed with firearms and to determine the role of alcohol intoxication in the likelihood of becoming a homicide victim. Data on 129 homicides in Ohio occurring between 1982 and 1985 were collected from police departments of major cities, the Ohio Department of Rehabilitation and Corrections, and county medical examiners. Forty-eight offenders were interviewed. Temporal and geographical patterns are discussed, as well as offender-victim relationships and the characteristics of the firearms used. High levels of blood alcohol in the victims suggest that alcohol is a risk factor for becoming a homicide victim, although data on alcohol consumption patterns in the population are necessary to advance this association.  相似文献

Public administrators rely on written communications to send information to citizens and stakeholders, and they are among the heaviest users of the postal service. Behavioral science research has identified several techniques that public administrators can use to increase compliance with written requests and, in turn, increase effectiveness. Currently, however, many written communications from government bodies are not written in a manner that utilizes these techniques. It remains an ongoing challenge for public administrators to identify, understand, and use these techniques in the written communications sent by their organizations. This article presents a framework capturing seven prominent techniques in a simple mnemonic—INSPIRE—that is already being used by several government bodies in Australia. It also provides practical examples of how to use each technique and demonstrates that using these techniques could result in large aggregate improvements in effectiveness and socially desirable outcomes of public administrators' written communications.  相似文献

This article outlines an innovative project to encourage knowledge sharing and engagement between academics and a policy team within the Department of the Prime Minister and Cabinet (PM&C). The project was designed to enhance policy advice by drawing on a group of academics outside the policy ranks to act as a sounding board, to question, and provide differing perspectives within the policy process of crafting advice to government. External expertise and particularly academic research has the potential to improve evidence‐based policy but often fails to be specific or timely for those at the “pointy end” of policy decision making. An informal knowledge sharing framework has the potential to improve the exchange of information through confidential and targeted conversations between researchers and public servants as one way of overcoming these barriers.  相似文献

Being on the winning or the losing side in elections has important consequences for voters’ perceptions of democracy. This article contributes to the existing literature by showing that being on the losing side has persistent effects over a surprisingly long time. Based on a dataset that measures voters’ satisfaction with democracy three years after elections were held, it first shows that losers are significantly more dissatisfied with democracy than winners on both input and output side measures of perceptions of democracy. Furthermore, the article shows that turning from winning to losing has significant negative effects on voters’ satisfaction, and that this finding is robust across a number of different specifications. These results are remarkable given that the data used is from Denmark – a country that constitutes a least-likely case for finding effects of being on the winning or the losing side.  相似文献

We evaluate the cost‐effectiveness of two early childhood interventions that use instructional coaching and parent coaching as levers for improvement. The study design allows us to compare the individual effects of each intervention as well as their combined effect on student outcomes. We find that teachers receiving instructional coaching improve their use of evidence‐based instructional practices, while families receiving parent coaching show increases in numerous responsive parenting behaviors associated with positive child outcomes. Both interventions demonstrate positive impacts on students, but only parent coaching shows statistically significant effects across a range of student outcomes. Instructional coaching alone is substantially less costly and may therefore be the most cost‐effective of the three treatment conditions; however, small sample sizes limit our ability to reach definitive conclusions. Policy simulations suggest that implementing these interventions could raise the overall cost‐effectiveness of Head Start by at least 16 percent.  相似文献

This paper presents findings from our longitudinal study of food environments in two exemplary, contrasting urban neighborhoods in Downtown Albany, New York. The “minority neighborhood” (74% racial/ethnic minority population) is a “food desert” by the United States Department of Agriculture's definition, whereas the adjacent “mixed neighborhood” (33% minority population) is not. The long‐term trend analysis (1970–2018) of the macro‐level food environment found that although the minority neighborhood lost all supermarkets and remains supermarket‐less since the late 1990s, the mixed neighborhood was able to retain several supermarkets and since 2008, it gained a new supermarket every 3–5 years. The medium‐term trend analysis (2003–2015) of the micro‐level food environment revealed a more complex picture of changing food environments. The total number of food stores in the minority neighborhood increased in much greater rates than the mixed neighborhood in the 12‐year period, and accordingly, the standardized availability measures for “any” fresh fruits and fresh vegetables increased significantly in the minority neighborhood. The standardized availability measure for adequate (five or more) varieties of nutritionally desirable fresh fruits and vegetables, however, did not increase in the minority neighborhood. Because the mixed neighborhood saw steady increases in such measures, disparities between the two neighborhoods grew incrementally and reached the highest point (rate ratio of over 5.0) in 2015. In this paper, there are also sections to provide historical and contextual background of our food environment research, as well as discussion on intervention ideas to address the disparities in fresh produce availability focusing on ethnic markets.  相似文献

This final article is a synthesis of findings from the seven country studies in this special issue. Although there are characteristics common to all group systems, particularly those transitioning to democracy, there are also significant differences. Analysis of these differences reveals a direct relationship between both the level of socioeconomic and political development and the characteristics of the group systems in all Balkan countries. In addition, we provide new insights into group system development and operation. These are particularly related to the impact of war, inter‐ethnic cleavages, constitutional arrangements (majoritarian and consociational), economic crises, geopolitics, and the major presence of external interests.  相似文献
