Using a data set that covers all Portuguese mainland municipalities for the period 1979–2005, this study performs an empirical analysis of the economic determinants of mayors’ decisions to run for another term in office. The literature on the subject is mainly centered on the United States and, as far as we know, there are no papers addressing the economic factors influencing those choices. Probit panel estimations show that local economic conditions matter more than the national or regional economic environment. The results also confirm that political variables are important and that they influence the likelihood of seeking reelection in much the same way as they affect vote and popularity functions. 相似文献

This paper analyzes the impact of economic performance on voter turnout. We estimate an economic turnout model in which local economic variables are included in quadratic form, so that non-linear effects can be taken into account. We use panel datasets covering municipalities, from 1979 to 2005, and cross-sections of parishes (freguesias) to analyze the determinants of turnout at Portuguese municipal and legislative elections. The empirical results indicate that the performance of the national economy is important only in legislative elections and that the regional and local unemployment rates tend to have non-linear relationships to turnout. The results obtained for Flemish municipalities also provide evidence in favor of a non-linear effect of unemployment on turnout. 相似文献

The aim of this article is to build an analytical framework for understanding regional peace and security. Building on important insights from other theoretical approaches, it proposes that in order to comprehend the complexities of each regional cluster we have to account for: (a) agents of peace and security, (b) instruments of peace and security, (c) the security pattern, (d) the conflict pattern, (e) the positive peace pattern, and (f) the level of regional integration. Secondly, the article examines how these different components relate to each another. It introduces the concept of the ‘regional peace and security cluster’ (RPSC) and proposes that RPSCs can be classified as ‘regional fragmentations’, ‘regional coalitions’, ‘regional communities’ and ‘regional governmental polities’. 相似文献

This article presents a thorough analysis of dual practice among physicians who work in both the public and private sectors. A conceptual framework is presented to help the reader understand dual practice and the contexts where it takes place. The article reviews the existing theoretical and empirical literature on this form of dual practice among physicians. It analyzes the extent of this phenomenon, the underlying factors that motivate physicians to engage in dual practice, and the main implications of their decision to do so. It also examines and discusses current policies that address dual practice. In this regard, the article provides some qualified support for the use of "rewarding" policies to retain physicians in the public sectors of more developed countries, while "limiting" policies are recommended for developing countries - with the caveat that the policies should be accompanied by the strengthening of institutional and contracting environments. The article highlights the lack of quality evaluative evidence regarding the consequences of dual practice on the delivery of health care services. It concludes that the overall impact of dual practice remains an open question that warrants more attention from researchers and policy makers alike. 相似文献

This study aimed to know the prevalence of sexual coercion toward women perpetrated by acquaintance Spanish college men, and some personal factors associated with the involvement in these behaviors to replicate the confluence model. An anonymous questionnaire was completed by 196 university students that included an adaptation of the Sexual Experiences Survey, and other scales to assess different attitudes, motives, and experiences associated with sexual aggression. About 15% of men admitted some involvement in sexual behaviors when the woman did not want it. The control and dominance needs, the personal disposition to impersonal sex, and empathy competency showed the strongest association with the involvement in coercive sexual behaviors. Empathy moderated the effects of control and domination needs and the impersonal sex in predicting sexual coercion. Overall, our data supports the confluence model. 相似文献

This paper analyses the impact of elections, partisan and political support effects on the dynamics of human development in a panel of 82 countries over the period 1980–2013. A Generalised Method of Moments(GMM) estimator is employed and the results point out to the presence of an electoral cycle in the growth rate of human development. Majority governments also influence it, but no evidence is found regarding partisan effects. The electoral cycles have proved to be stronger in non-OECD countries, in countries with less frequent elections, with lower levels of income and human development, in presidential and non-plurality systems and in proportional representation regimes. 相似文献

After the 2004 Tsunami, non-governmental organisations and international groups sought permission from government agencies to implement ecosystem restoration projects. Following the logic of the anticommons problem, the likelihood of project implementation is hypothesised to be inversely related to the number of government agencies which have the right to permit use. Our findings are consistent with the anticommons problem: a marginal increase in the number of government agencies, each exercising the right to grant permission to the applicant, reduces the likelihood that a proposed project would ultimately receive permission. 相似文献
