A Small Yes for Presidentialism: The Turkish Constitutional Referendum of April 2017

Following four elections in three years, on 16 April 2017 Turkish voters once again went to the polls - this time under the emergency law established after the failed coup attempt of July 2016 - to vote on constitutional amendments aimed at replacing the existing parliamentary system with an executive presidency. This article reviews the content of the proposed constitutional amendments, analyses the campaign including the strategies employed by the main political actors in the ‘Yes’ and ‘No’ camps and the resource advantages enjoyed by the ruling party, assesses the electoral performance of both sides through a summary of results from provincial areas and geographical regions, and considers how Turkish politics are likely to take shape under the new system.     

Between Occupation and Politics: Legislative Professionalization in the Swiss Cantons

In this article, we consider the question of how professionalized the cantonal parliamentarians are and which factors are related to this professionalization. By definition, Swiss parliamentarians exert an occupation in parallel to their mandate. We argue that parliamentarians who spend more time for their mandate have more resources to do so and, more importantly, intend to pursue a political career. In doing so, we analyze data gathered from a survey that was conducted among all Swiss cantonal parliaments in 2014. Our multi‐level analysis shows that parliamentarians who run for office at the national level spend significantly more time for their parliamentary mandate than their colleagues. This effect decreases with the parliamentarians’ age. This finding could be relevant in order to understand the career paths of Swiss parliamentarians. In addition, the study contributes to the discussion of the future development of the militia system in Switzerland.     

Biomechanical and morphologic reconstruction of a questionable case of child abuse

A 3-month-old baby died 8 days after admission to the hospital as a result of injuries received under unknown circumstances. The forensic autopsy revealed a fracture of the scull and a severe blunt injury to the head and brain. Histological investigation of the reactive changes at and around the edges of the fracture showed that the trauma could not possibly have been congenital. According to the defendant, the baby boy had been lying on the table used for changing his nappy and almost fell off it. The defendant moved "instinctively" to catch him, and this "reflex movement" caused the injuries observed. The event was then reconstructed by the criminal investigators and this reconstruction, coupled with the authors' biomechanical experiments using stroboscopic recording, revealed that the defendant's statement could not be true, as the force necessary to inflict the injuries was much greater than could be explained by an attempt to catch the baby.     

Pulmonary artery perforations as typical complication in the use of Swan-Ganz catheters

Two cases of pulmonary artery perforation are reported in association with the use of the Swan-Ganz catheter. A 71- and a 95-year-old woman were monitored by a flow-directed catheter pre- and intraoperatively. Both of them died. After taking other cases in the literature into consideration, this severe complication can be classified as "typical" for this examination technique. Possible means of prevention, diagnosis, and treatment of these complications are discussed. A review of incidence and genesis is given.
