The present study addressed the impact of an urban police force laying criminal charges in cases of wife abuse. Follow-up data from battered women and from police officers were collected to identify the long-term consequences of this police policy that began in 1981, including any negative or unintended side effects. Results indicated that the policy resulted in a dramatic increase in police-laid charges (2500%), and a shift from the Family to the Criminal Division of Provincial Court. Based on interview data, victims did not decrease their requests for police service (a feared side effect) and reported a significantly higher level of satisfaction with police service in this area. A significant reduction in police calls and victim-reported violence was associated with police intervention, especially when charges were laid. Paradoxically, police officers' attitudes about the policy were more negative than the actual positive changes that they helped to produce. The principal aim of our study is to contribute to the debate over whether regulation is enacted in the interest of consumers, producers, political agents, or some combination of these. We examine the legislative debates and subsequent regulatory bills surrounding road transportation regulation in Ireland in light of the three dominant theories which purport to explain the existence of regulation: the public interest theory and the so-called Chicago and Virginia theories. A unique feature of our study is an attempt to integrate specific rhetorical concepts used in the public policy debates into the theoretical analysis of regulation. In 1948–49 the Sociology Office of the University of Oslo, under the guidance of Prof. Paul Lazarsfeld of Columbia University, initiated a series of studies on the Norwegian economic planning system. Part of this Planning Project was a national election survey in the fall of 1949, on a modified probability sample of 2600 people. The results show the paramount influence of economic class on voting, interpreting class as a combination of employer/employee relationship, property ownership, prestige-status, and income. Indicators of the homogeneity of class environment also played a role. Given the occupational structure of Norway, the Labor party had to win over part of the non-working-class population to obtain control of the government. They did this by winning about 1/3 of the white-collar vote, and about 1/4 of the farmers and fishermen. The policies of economic stabilization - control of inflation through price controls, wage controls, food subsidies, and rationing, and maintenance of full employment under conditions of "suppressed inflation" - were crucial to winning over these white-collar and farm voters. 相似文献

Although demographic diversity has been of paramount concern to researchers and practitioners in public management, studies exploring managerial strategies to capitalize on and respond to the needs of diverse client populations are scarce. This article examines strategies for managing diversity as a way to buffer environmental challenges in service delivery and performance resulting from heterogeneous client demands. Findings suggest that administrators prioritize diversity efforts when faced with higher levels of regulatory violations (a performance measure). A higher percentage of black residents is associated with lower service quality. However, the effect of managerial strategies for diversity on performance is conditioned by the racial composition of the clients: as the percentage of black nursing home residents increases, diversity management efforts are associated with a lower number of regulatory violations. Scholars have long argued that international organizations solve information problems through increased transparency. This article introduces a distinct problem that instead requires such institutions to keep information secret. We argue that states often seek to reveal intelligence about other states' violations of international rules and laws but are deterred by concerns about revealing the sources and methods used to collect it. Properly equipped international organizations, however, can mitigate these dilemmas by analyzing and acting on sensitive information while protecting it from wide dissemination. Using new data on intelligence disclosures to the International Atomic Energy Agency and an analysis of the full universe of nuclear proliferation cases, we demonstrate that strengthening the agency's intelligence protection capabilities led to greater intelligence sharing and fewer suspected nuclear facilities.
