Kazakhstan is home to the longest serving ruler in post-Soviet Eurasia while Kyrgyzstan is among the region’s most competitive polities. Do these regime differences correspond to divergence in political attitudes, as an extensive body of literature posits? Are Kyrgyzstanis more likely to strongly support democratic ideals? Are Kazakhstanis less likely? Contrary to expectations, data reveal the two populations to be attitudinally indistinguishable when it comes to strong support for practices associated with democracy. Whatever country differences we find are minor or statistically insignificant. We explain this convergence by shifting focus away from the political features that distinguish the two nascent democracy versus consolidated authoritarianism to those that they hold in common. Notwithstanding major constitutional reform in Kyrgyzstan in 2010, politics there, as in Kazakhstan, remains fundamentally patronal, or patronage- based. Mass attitudes, we argue, align in many ways with the countries’ shared patronal politics, rather than with their contrasting regime types.  相似文献

This article describes the place of Women's and Gender Studies programmes in Australian universities as a way of thinking about the place of feminism in the academy. It begins with a story of one such small programme at a time of stress and locates this story in an account of change in Australian universities over the last 20-plus years. The narrative traces a contradictory domain in which women, feminist scholarship and Women's and Gender Studies are enmeshed. The article draws on feminist literature about Australian universities to argue that while neo-liberal university environments are clearly places where masculinist values prevail, the flows of power around individual Women's and Gender Studies programmes cannot be simply predicted. Women's and Gender Studies programmes are thriving in some universities (on a small scale). As well as institutional imperatives Women's and Gender Studies programmes are engaged by specific intellectual challenges and some of these are sketched with reference to the Australian context. Asserting the need for dedicated research and teaching that focuses on gender, the article concludes that Women's and Gender Studies programmes in Australian universities are energetic places for this to occur. It proposes an ambivalent optimism to describe its assessment of these programmes and their viability as future places of work for feminist scholars.  相似文献

  • In a time of profound national challenge and change, it is important to promote a new definition of active citizenship locally, nationally and globally. As the effects of economic, political and social globalization continue to underscore interdependence, the imperative of fostering democratic minds among a citizenry is evermore important. It is essential to conceive a common future that encourages the participation of all American citizens; inviting diversity as an asset and broadly reawakening the call to leverage the rich potentials of pluralism in search of common solutions. However, many schools are retreating from basic civics lessons and are not teaching students how to become active citizens. More importantly, public institutions overall do not appear to be advancing the fundamental awareness and skills required for sifting through political hucksterism, opinion masquerading as news and political spin. It is essential for our schools and public institutions to teach the responsibilities and joy of active citizenship. To meet the challenges of democratic cooperation and social cohesion, leaders and citizens alike should be taught and encouraged to openly question, to critique and even to criticize the status quo. The means for cultivating and institutionalizing such habits on a broad scale involves educational reformation and initiatives in civics and citizenship education to increase opportunities for meaningful public engagement. These are by no means the only answer, but they are a critical component for meeting the challenges of truly inclusive and active representative democracy where out of many, we are one.

The article examines the evolution of Eastern and Central European party systems from the previous communist/anticommunist conflict to the emergent division between pro-EU and Eurosceptic forces and puts forward a revised view of the traditional center-periphery cleavage in six countries: Poland, Hungary, the Czech Republic, Slovakia, Bulgaria, and Romania. The first part addresses the question of “stateness” and the second the Rokkan spatial approach while the third develops a revised view of the center-periphery cleavage in relation to space at the national (minority ethnic groups vs. state), regional (EU vs. Eastern European member states), and global (USSR vs. satellite countries during the bipolar system) levels.  相似文献

This article explores the relationship between women's embodiment and political resistance in Argentina during 2002–2003. This was a time of socioeconomic crisis, influenced by neoliberal globalization. In this tumultuous context, women's bodies became embattled sites, shaken by the crisis but also actively engaged in constructing a new society and new forms of womanhood. Bodies are important to understanding political resistance, as reflected by the meanings attached to poner el cuerpo , a common expression in contemporary Argentine social movements. This article analyzes how women construct embodied subjectivities through their activist practices and how they define poner el cuerpo in terms of collective protest and daily activist work, coherence between words and actions, embodied sacrifice, and risk taking and struggle. As life in Argentina deteriorated because of the crisis, women's bodies represented not only suffering but also resistance and renewal.  相似文献

Few studies in counseling and psychotherapy have examined the relationship between counselees' perception of counselors' attractiveness and therapeutic outcomes using high school-age counselees in actual counseling sessions. This study investigated the extent to which perceived counselor-counselee similarity affected the counselee's perceptions of counselor attractiveness and how perceived counselor attractiveness affected the degree of counselee satisfaction with counseling. The results suggested that racial and gender differences appear not to have operated as barriers to effective counseling. The implications of these findings for counseling research and practice, in general, we well as for successful counselor-counselee interactions in a multicultural context, in particular, are discussed.She received her Ed.D. degree in curriculum and counseling from the UCLA Graduate School of Education in 1987. She has a long-standing interest in minority-group accessibility to higher education and the importance of matching in counseling and guidance.Her Ph.D. is also from UCLA, where she is currently a faculty member. Her areas of research include discriminatory testing and psychodiagnostic issues related to ethnic/minority-group populations.  相似文献
