Pragmatist and Neo‐Classical Policy Paradigms in Public Services: Which is the Better Template for Program Design?

Principal-agent theory alerts principals to their problematic relationship with agents. The former are encouraged to take deliberate action to counter asymmetries in knowledge, moral hazard etc. To avoid this, principals should determine outcomes and contracts and incentives should be designed to achieve them. This approach has influenced the form of purchaser-provider arrangements, including the Job Network. This article reviews impacts, which include incentives for gaming and increased transaction costs. Another survey highlighted the extent to which innovation in the disability employment sector had depended on collaboration, which competition would end. The article then sketches an alternative pragmatic or experimental approach, which assumes that the centre can never establish outcomes that are other than provisional and corrigible. Program design needs to be built around this fundamental fact. Learning not 'carrots and sticks' is the appropriate form of relationship. The article explores the feasibility of this approach in a Job Network context .     

Beyond the media's explanation: Examining the determinants of attitudes toward torture

The question of what constitutes torture has perhaps never held as prominent a place in US political discourse as it has since the attacks on 9/11. This has fueled a national conversation that causes us to consider to what extent do our actions as a nation reflect our values as a nation? In a post 9/11 world in which the country will confront terrorism at home and abroad and our values will be tested we should strive for a better understanding of citizens' attitudes towards the practices that are (and have been) used to counter terrorism. To the extent that democratic theory is correct in necessitating public policy and public opinions to be reasonably congruent, understanding the distribution and formation of citizen attitudes towards torture is an important endeavor.     

Progressivism in British Politics: Some Revisionist Themes

This article argues that a return to the history of progressive political thought can help us to think afresh about what a renewed centre‐left politics might look like today. The article identifies some significant aspects of this history that attracted little attention in earlier debates over the British progressive tradition—in particular, debates about social ownership, nationalism and distributism. This revisionist history of British progressivism points the way towards some common ideological ground that could provide a starting point for a new dialogue between different ‘progressive’ political parties and interests.     

Doctrine and violence: The impact of combatant training on civilian killings

Military theorists and practitioners have long argued that training shapes how combatants treat civilians during war. Yet there is little systematic evidence regarding the impact of training on wartime behavior, and almost none for non-state armed groups, despite the fact that such groups intensively train their fighters in order to shape their behavior towards civilian populations. This article argues that among insurgent groups that emphasize the strategic and tactical importance of restraint towards civilian populations, political training can reduce civilian killings. We test the observable implications of our theory in the case of Colombia, using survey data on former Revolutionary Armed Forces of Colombia (FARC) insurgents and sub-national data on civilian killings. We find support for our hypothesis, with results that are robust to a range of model specifications and controls, including alternate sources of combatant discipline and obedience, such as military training and punishment.     

European Integration and the End of an Imperial Consciousness in Britain

This article examines the impact of European integration between 1961 and 1975 on national and imperial consciousness in Britain. It suggests that the end of imperial sentiment that was brought about by greater involvement in Europe did not produce a strong or deep attachment to the idea of European integration. Arguments about the need for European integration to transcend war in Europe tended to reinforce a sense of Commonwealth commonality for the British rather than a sense of European commonality. Although the Empire and Commonwealth had become a mere source of nostalgia in British consciousness by 1975, the weak support for European integration continues to condition British attitudes to European integration to this day. Indeed, in the current Eurosceptic climate, the Dominions are making a return to British political consciousness.     

Labour flexibility in export horticulture: a case study of northeast Brazilian grape production

This article analyses the nature and extent of labour flexibility, defined as lack of permanent and secure employment contracts, within an emerging export horticulture sector in northeast Brazil. Whilst much has been written about flexible employment systems in agriculture, it is important to show exactly why, how, and to what extent these systems are flexible, and conversely, what kinds of strategies and practices are available to workers to ameliorate their conditions within such systems. This article illustrates how a combination of processes – farms' ability to produce two harvests per annum, northern retailers' increasing demands for product quality, employers' requirements for relatively skilled labour, and workers' ability to organise and extract concessions from employers – contribute, within the conditions of the São Francisco valley, to specific labour regimes and forms of labour flexibility.
