This article reviews some of the salient aspects of the controversy over capitalism and the fate of Russian peasantry, among the Russian Marxists and the narodniks immediately prior to and after the Bolshevik revolution. At issue was the characterization of peasant economies. The narodniks believed that neither marginalism nor Marxism fully captured the nuances of peasant agriculture and the economic system/systems that evolved out of it; neither the market model nor class analysis adequately described the allocative and distributive processes in such economies. While nineteenth-century narodniks stressed the role of institutions based in the village community, Chayanov's twentieth-century populism stressed the organizational dynamic of peasant households within an institutional framework. Accordingly, the economics of the Chayanovian interpretation are examined from an institutional and organizational perspective. When describing how they experience moments of not-knowing, youth workers often talk about a sense of paralysis, as though their uncertainty becomes physically constraining. This chapter describes the first of five themes associated with youth workers' experiences of not knowing what to do: the paralysis of stuckness. ABSTRACTThis article is situated within nascent debates on the role of academics within food sovereignty movements. Drawing on insights from a collective autoethnography, we report on our experiences conducting three food sovereignty research projects in different contexts and at different scales. We suggest that that the principles and practices of food sovereignty translate into a food sovereignty research praxis. This consists of three pillars focusing on people (humanizing research relationships), power (equalizing power relations) and change (pursuing transformative orientations). Abstract: Senior officials in the federal public service are giving new attention to the need to strengthen policy capacity and this article draws heavily on the work of a task force of federal officials. Four themes run through the article: there is a strong, but neglected, managerial dimension to policy work; the greatest weakness in the current system is dealing with longer-term and strategic issues, especially of a horizontal nature; policy managers need to pay more attention to how to work with and support the external policy community; leadership at the most senior levels of the public service is critical for strengthening policy capacity. Policy management within departments is examined in terms of seven broad policy functions and organizational arrangements. Policy management across government is examined in terms of the role of central agencies and the special problems of horizontal coordination, including the conditions promoting coordination and the machinery of interdepartmental relations. The importance of the personnel dimension of policy work is underlined, with consideration of policy generalists, policy managers and policy specialists. Finally, relations with the policy research community and the provinces are examined.
