On Marx's theory of agricultural rent: A rejoinder

This paper is about the relationship between power and subjectivity in a democracy, about the lines between subjectivity and subjection, democracy and despotism. The ability of the democratic citizen to generate a politically able self depends upon technologies of subjectivity which link personal goals and desires to social order and stability, which link power an subjectivity. I begin with the contemporary self-esteem movement spearheaded by feminist Gloria Steinem and California legislator John Vasconcellos to show that programs which attempt to enhance the subjectivity of women and the poor-strategies of empowerment, self-help, and democratic participation - are also practical techniques for the subjection of individuals. I go on to outline a history of the present ‘state of esteem’ beginning with the work of Alexis de Tocqueville. I locate the emergence of democratic self-governance in the advent of the social as a sphere of governability and expertise.     

Crisis in the Philippines Left: Implications for the Asia Pacific

The struggles of poor communities to negotiate development processes have been documented increasingly in recent years. However, recognition of the agency of the poor should not preclude attention to patterns of oppression that may be intensifying in the face of top-down development processes imposed by increasingly well co-ordinated elites. Examination of patterns of violence in border areas across the Greater Mekong Sub-region suggests that integration facilitates the collusion of state actors in the dispossession of the poor in a manner that is deleterious to ethnic minorities, internal migrants and other vulnerable populations. National political processes are not offering mechanisms by which such populations can seek to contest this trend.

Cloud computing and its implications for cybercrime investigations in Australia

The advent of cloud computing has led to a dispersal of user data across international borders. More than ever before, law enforcement investigations into cybercrime and online criminal activity require cooperation between agencies from multiple countries. This paper examines recent changes to the law in Australia in relation to the power of law enforcement agencies to effectively investigate cybercrime insofar as individuals and organisations make use of cloud infrastructure in connection with criminal activity. It concludes that effective law enforcement operations in this area require harmonious laws across jurisdictions and streamlines procedures for granting assistance between law enforcement agencies. In conjunction with these mechanical developments, this paper posits that law enforcement officers require a systematised understanding of cloud infrastructure and its operation in order to effectively make use of their powers.     

Delays in attentional processing when viewing sexual imagery: The development and comparison of two measures

Purpose. Critically important to effectively treating and managing sexual offending is the identification or validation of an offender's deviant sexual interests as the nature of their sexual interests is what demarcates repetitive sexual offenders from non‐offenders and lower risk offenders. As an alternative or verification to self‐report or phallometric measures, focus has turned to attention‐based measures. These measures assess sexual content‐induced delay (SCID), a specific form of attentional bias associated with preferred sexual content (images or text). Viewing time (VT) and choice reaction time (CRT) were developed and utilized to assess sexual interest via SCID ( Geer & Bellard, 1996 ) and examine the measures’ clinical utility via estimates of sensitivity and specificity. Method. Participants were 44 youth non‐sexual offenders, 60 university students, and 22 adult sexual offenders. Differences between groups were examined on various sub‐scores and receiver operator characteristic curves provided information on clinical utility. Results. The VT and CRT measures produced subtest scores with high reliability in all three samples. There were significant differences in VT between the adult sexual offenders and the youth non‐sexual offenders, but not between the youth non‐sexual offenders and the university students. Some of the VT subtests demonstrated good clinical utility in their ability to differentiate adult heterosexual sexual offenders from non‐sexual offenders (e.g., area under the curve (AUC) = 0.87 female mature images, 0.88 male child images). Interestingly, the VT and CRT measures provided significantly different results. Conclusion. The results of this study provide further evidence that measures of SCID are accurate and are useful as indications of sexual interest. Differences between measures suggest, however, that further work is required.     

The politics of social welfare: MPs’ attitudes and activities in the 13th Israeli Knesset

This paper reports the findings of a study exploring the attitudes and activities of members of the 13th Israeli Knesset, and seeks possible connections between the two. The study involved extensive interviews with members of the 13th Israeli Knesset (1992–96), as well as drawing on archival and quantitative data of their activities. The paper presents a short overview of the Israeli political system, the 13th Israeli Knesset and its composition. The MKs’ perceptions of social welfare policy, their attitudes towards government involvement in the provision of social welfare services and their activities, both formal and informal, on social welfare issues are described. Finally, possible connections between the MKs’ attitudes and their activities are explored.

The Institutional Design Frontiers of Publicness and University Performance

This introduction to the symposium on the institutional design frontiers of publicness and university performance summarizes the range of diverse intellectual and practical perspectives converging on the idea that issues of design and publicness are important for thinking about the future of higher education. Collectively, the articles featured in this symposium demonstrate that the challenges facing higher education exhibit assorted social, economic, and political complexities. Public administration perspectives can play a key role in understanding and reshaping our higher education system into a more responsive social enterprise.     

The 2016 Scottish Parliament election: a nationalist minority,a Conservative comeback and a Labour collapse

This article examines the political context, campaign, election results and outcomes of the 2016 Scottish Parliament election. The Scottish National Party (SNP) secured its third electoral victory, yet failed to achieve a widely predicted majority. With just two MSPs short of a majority, the SNP has ruled out any formal coalition with the opposition and will instead govern as a minority administration. The composition of the parliament’s opposition also changed significantly. The Scottish Conservatives increased their share of the constituency and regional votes, and became, for the first time, the largest opposition party in the chamber. Scottish Labour suffered a severe electoral drubbing, losing 13 of its seats. The election was also important for the Scottish Liberal Democrats and Scottish Green Party. The latter increased its vote share and number of seats, leapfrogging the Lib Dems to become the fourth largest party in the chamber.
