ABSTRACTThis article argues that race and class are central aspects of sexual citizenship in a Australia. It does so by investigating representations of heterosexuality that were produced and circulated during the 2017 same-sex marriage postal survey. Engaging with feminist and critical race theorists, we position same-sex marriage as not exceptional but part of a wider distribution of sexual citizenship within Australia's ongoing settler colonial history. We do so by introducing a number of illustrative examples of representations of heterosexuality produced during the survey. These representations reveal how same-sex marriage perpetuated heterosexual authority by asserting claims to authenticity and the occupation of space. We observe how heterosexuality in the survey material reproduced fantasies linking these three themes, for example, in an authentic white heterosexual family who speaks from their suburban backyard. It reveals that ceding to a bifurcated view of either progressive or conservative voices forestalls rather than advances other visions which may exceed the limited imaginings of sexual citizenship offered by the white liberal settler colonial state. 相似文献

This paper investigates the interplay between the Social Cash Transfer Programme (SCTP) and the Farm Input Subsidy Programme (FISP) in Malawi. We take advantage of data collected from a 17-month evaluation of a sample of households eligible to receive SCTP, which also provided information about inclusion into FISP. We estimate two types of synergies: i) the complementarity between SCTP and FISP, that is whether the impact of both interventions run together is larger than the sum of the impacts of these interventions when run separately, and ii) the incremental impact of receiving FISP when a household already receives SCTP, as well as the incremental impact of receiving SCTP when a household already receives FISP. The analysis shows that there are synergies between the two policy interventions, mainly in terms of incremental impacts of each programme over the other, in increasing expenditure, agricultural production and livestock. 相似文献

Climate change adaptation refers to altering infrastructure, institutions or ecosystems to respond to the impacts of climate change. Least developed countries often lack the requisite capacity to implement adaptation projects. The Global Environment Facility’s Least Developed Countries Fund (LDCF) is a scheme where industrialised countries have disbursed $934.5 million in voluntary contributions to support 213 adaptation projects across 51 least developed countries. But how effective are its efforts—and what sort of challenges have arisen as it implements projects? To provide some answers, this article documents the presence of four “political economy” attributes of adaptation projects—processes we have termed enclosure, exclusion, encroachment and entrenchment—cutting across economic, political, ecological and social dimensions. Based on extensive field research, we find the four processes at work simultaneously in our case studies of five LDCF projects being implemented in Bangladesh, Bhutan, Cambodia, the Maldives and Vanuatu. The article concludes with a discussion of the broader implications of the political economy of adaptation for analysts, program managers and climate researchers at large. In sum, the politics of adaptation must be taken into account so that projects can maximise their efficacy and avoid marginalising those most vulnerable to the impacts of climate change. 相似文献

Militant organizations pursue two common aims: to survive and to achieve the goals that define their raison d’être. Yet, elements that sustain the life spans of militant organizations are not necessarily the same components that advance the accomplishment of their core, or “outcome,” goals. Further, some organizational practices, such as the use of suicide attacks, generate a tradeoff that bolsters survivability while detracting from the effective pursuit of outcome goals. This study demonstrates that three operating conditions explain variation in the duration and achievement of contemporary militant organizations: receptiveness to tradeoffs, levels of external support, and the nature of adversaries. As such, the unique effects of different operating conditions reveal why many militant organizations survive for long periods of time but only a few achieve the goals that justify their existence. 相似文献

What factors influence police officers’ willingness to risk themselves for others? Police officers are street-level bureaucrats, who are not only given the mandate to use deadly force in order to keep public order but also risk their most important resource – their lives – to protect society. We suggest three factors that prompt police officers to risk their lives: individual characteristics (a desire to gain respect and recognition, and testing one's courage, ideology, and personality), organizational conditions (expectations of peers and supervisors, promotion opportunities), and environmental context (a hostile working environment and the importance of public opinion to them). Using an abductive approach combined with a triangulated qualitative method, our findings indicate that personal characteristics are indeed important, but so too are organizational conditions and environmental context. The practical insight, therefore, is that decision makers ‘can’, in various formal and informal ways, influence street-level bureaucrats’ behaviour. Here, the interactions among managers, workers, and clients are a crucial element. 相似文献

This article explores the construction of extremism in media discourse, the factors driving specific constructions and the implications of these constructions for counterterrorism policy. We contend that extremism has predominantly and increasingly been framed as a security issue. This article explores the implications of this practice through the framework of securitisation. We measure the average intensity of security framing in 38,616 articles found in three major US newspapers, New York Times, Wall Street Journal and Los Angeles Times, between 20 January 1993 and 19 January 2017 comprising the Clinton, Bush and Obama presidencies, and look at factors influencing the shift in intensity over time. Through our analysis, we show that it is possible to return to a pre-9/11 discourse but that the confluence of real-world events and the strategic choices of political actors have so far prevented this from fully occurring. We then explore the effect of securitisation on public perceptions of the threat from terrorism, finding that increases in the intensity of security framing artificially increases the public’s worry about becoming a victim of terrorism. We conclude by discussing implications for the communication of counterterrorism policy and the requirements for an after, after 9/11 approach 相似文献

How do different policy environments influence the choice of policy entrepreneurship (PE) strategies? Using data collected from a systematic review of the PE literature, the authors identify subcomponents of the three streams of the policy process and empirically test the relationship between dominance of each stream and PE strategies. Findings show that when the political and policy streams dominate, policy entrepreneurs focus on policy formation and policy implementation strategies and not on problem identification and policy evaluation strategies. Surprisingly, there is no correlation between dominance of the problem stream and PE strategies. This should lead to the normative claim that PE is not necessarily a positive phenomenon.
