Shooting Felons: Law,Practice, Official Culture,and Perceptions of Morality1

Until a change in the law in 1967 felons might be shot in order to prevent escape from lawful custody; their death counted as justifiable homicide. Shooting escaping felons came to be particularly associated with Dartmoor Prison, where outside working parties were accompanied by armed guards until the 1950s. But many years before this, administrative action had been directed towards ensuring that fatal shootings should not occur; the last such incident took place in the nineteenth century. This article traces the history of the relationship between formal law and administrative practice.     

Reconstruction and reconciliation: Emerging from transition

I wish first to address some of the simplistic myths about solutions to social conflict, and then reflect on problems that I have experienced with aid efforts organised by the international community, through the UN. In this, I shall focus on Bosnia rather than on Africa. Bosnia, as part of Europe, did not suffer the apathy that characterised international responses to events in Rwanda and Burundi before 1994. The second part of my presentation will address what I see as the flawed assumptions that often underlie the emphasis on economic reconstruction in the wake of war and conflict.     

Sex offender notification: An exploratory assessment of state variation in notification processes

Prior research suggested that when community members are notified that a sex offender is residing in their neighborhood they are likely to engage in precautionary behavior to prevent potential victimization. Since states employ different processes in notifying community members of the presence of a sex offender, it is important to examine the advantages and disadvantages of the various notification processes. The current exploratory study compared the proactive sex offender notification process in Hamilton County, Ohio, with the passive notification process in Jefferson County, Kentucky. Not surprisingly, study findings indicated that the proactive sex offender notification process used in Ohio resulted in better community dissemination of information.     

Examination of Illicit Drug Use Frequency Using Multiple Drug Assessment Methods in Mothers Referred to Treatment by Child Protective Services

It has long been established that illicit drug use contributes to child maltreatment. However, investigators have yet to comprehensively examine illicit drug use in mothers referred to treatment by Child Protective Services (CPS). In this study, 77 mothers who were referred to treatment by CPS for co-existing drug abuse and child neglect were administered the Timeline Follow-Back measure to assess their substance use frequency during the four months preceding treatment. Reports of the mothers’ substance use were obtained for the same time period from the mothers’ significant others and CPS caseworkers, and mothers were administered urinalysis testing. The purpose of this study was to examine the concordance of these multiple reports, and identify unique predictors of different drug use reporting patterns. The practice of using urinalysis results as a prompt during the mothers’ Timeline Follow-Back administration may have contributed to greater frequency of drug use reporting in mothers. Mothers reported progressively more drug use for more distant time periods, as compared with caseworkers. Findings also suggested mothers’ reports of drug use were influenced by CPS investigatory case status (i.e., open or closed), ethnicity, and defensive responding. Implications of these findings for clinical practice and future research are discussed.     

Blood and Tissue Spatter Associated with Chainsaw Dismemberment

Abstract:  In response to the unexpected paucity of blood/tissue spatter at the site where a body of an adult woman was dismembered by an electric chainsaw, we dismembered two large pig carcasses with a small electric chainsaw in a controlled environment. These experiments demonstrated first that a large carcass could be easily dismembered by a small electric chainsaw. When the chainsaw bar is held parallel to the ground the majority of the blood and tissue is deposited directly beneath the saw and bar and very little elsewhere. If the discharge chute of the saw however is not oriented directly at the ground, larger amounts of blood and tissue may be sprayed on lateral surfaces or deposited some distance from the chainsaw. The characteristic striations created on the surface of wood as it is cut by a chainsaw can also be found on bony surfaces cut by a chainsaw.
