Do Metropolitan Special Districts Reinforce Sociospatial Inequalities? A Study of Sewerage and Technical Education in Milwaukee County

Public choice scholars state that federal systems are more responsiveand efficient than unified ones. In addition, through overlappingunits, federal systems provide a measure of interjurisdiclionalequity. This research addresses the equity claim and extendsthe testing of it beyond previously-examined federal, state,and county role! to the unexamined role of metropolitan districtsthat overlap cities and suburbs. Services provided by the MetropolitanMilwaukee Sewerage Qistricl and the Milwaukee Area TechnicalCollege are found to be disparity-reducing between the Cityof Milwaukee and its suburbs.     

Do Leadership Training and Development Make a Difference in the Public Sector? A Panel Study

Although significant progress has been made in developing leadership theory and understanding the traits, skills, behaviors, and styles that make a good leader, progress in bridging the gap between theory and practice using models of leadership training and development has been slow. This research attempts to answer the question of whether leadership training and development programs in the public sector improve leader and organizational performance. The findings indicate that a combination of coaching, classroom instruction, feedback, and experiential training has a significant impact on leader performance. In addition, organizational effectiveness improves for organizations whose leaders received the intervention. This article enhances our understanding of the impact that training and development can have on leader and organizational outcomes.     

Governance within public–private partnerships and the politics of urban development

Public-private partnerships are the preferred vehicles for the planning, financing and implementation of contemporary urban development. Scholarship on public-private partnerships tends to examine their activities in advancing development. Less attention is accorded to their internal dynamics or governance. While partnerships are intended to build internal consensus and obtain consent in order to carry out urban development, this premise assumes that coordinated public and private interests are in play. This paper examines the internal governance of two public-private partnerships in Rochester, New along three dimensions: conformity to a collective purpose or vision, leadership structure and organizational style.     

Expertise,Experience, and Ideology on Specialized Courts: The Case of the Court of Appeals for the Federal Circuit

What roles do prior expertise and accumulated experience play in shaping ideologically consistent voting on a specialized court? Using a dataset of obviousness patent cases from the Court of Appeals for the Federal Circuit spanning 1997–2007, we show that prior expertise enhances the influence of ideology on judicial decisionmaking, but that accumulated experience does not. In addition, we build on previous work and show that ideology is a factor in decisionmaking in technical areas of law, contrary to the received wisdom on patent cases.     

Windows 7 Antiforensics: A Review and a Novel Approach

In this paper, we review literature on antiforensics published between 2010 and 2016 and reveal the surprising lack of up‐to‐date research on this topic. This research aims to contribute to this knowledge gap by investigating different antiforensic techniques for devices running Windows 7, one of the most popular operating systems. An approach which allows for removal or obfuscation of most forensic evidence is then presented. Using the Trojan software DarkComet RAT as a case study, we demonstrate the utility of our approach and that a Trojan Horse infection may be a legitimate possibility, even if there is no evidence of an infection on a seized computer's hard drive. Up‐to‐date information regarding how forensic artifacts can be compromised will allow relevant stakeholders to make informed decisions when deciding the outcome of legal cases involving digital evidence.
