Techniques for conducting elections developed since 1800 have raised a question about the soundness of the American framers’
majoritarianism. John Stuart Mill notably argued that the framers’ desire to reward merit, as opposed to party loyalty, would
be better served by a system of proportional representation that gave deserving minorities a voice. This article considers
the likelihood that a system such as Mill proposed would have the results he hoped for; it concludes that such a system is

One of the most prominent claims to emerge from the field of public opinion is that citizens can vote for candidates whose issue positions best reflect their own beliefs even when they cannot remember previously learned stances associated with the candidates. The current experiment provides a unique and powerful examination of this claim by determining whether individuals with profound amnesia, whose severe memory impairments prevent them from remembering specific issue information associated with any particular candidate, can vote for candidates whose issue positions come closest to their own political views. We report here that amnesic patients, despite not being able to remember any issue information, consistently voted for candidates with favored political positions. Thus, sound voting decisions do not require recall or recognition of previously learned associations between candidates and their issue positions. The ethnic minorities of Southeast Asia’s uplands, including those of Vietnam, tend to be portrayed as excluded from national
society and locked into poverty, environmental degradation and positions of subjugation. Recent debates about Southeast Asian
uplands-lowlands relations have questioned this discourse by highlighting the diversity of experiences, the agency of ethnic
minority groups, and uplanders’ strategies of state evasion. This article finds that the integration of the uplands into the
Vietnamese polity should be understood as an ongoing struggle between nation-building and state expansion characterised by
grand visions on the one hand, and incomplete policy implementation and uplanders’ ambiguous stance towards integration on

Trust is an important feature for all users of the Internet who rely on the safety and security of network technologies and systems for their daily lives. Trust, or the lack of it, has also been identified by the European Commission’s Digital Agenda as a major barrier to further development of the information society in Europe. One of the areas in which concerns have been raised is in relation to children’s safety online. As a result, substantial efforts have been made by policymakers and by the industry to build greater trust and confidence in online digital safety. This paper examines what trust means in the context of children’s use of the Internet. Should policy on trust enhancement, for instance, include children’s own trust in the technologies or services they use or is it sufficient to seek to reinforce parental and adult confidence that children can be adequately protected? What is required to build that trust from either perspective? Does it need, or should it include a relationship of trust between parents and children? To tease out these questions further, the paper examines current European Union policy frameworks on digital safety, particularly industry responses to the call for a more trusted Internet environment for children, and argues that technical solutions to be effective need to carefully balance a number of competing objectives and to be sufficiently grounded in evidence of parental and child experience of the Internet. 相似文献

Little research has investigated the prevalence of mood disturbance among sex offenders despite the fact that psychological
distress may bear some relationship to community reintegration, and ultimately, recidivism. All offenders on New Jersey’s
sex offender Internet registry were mailed surveys about their experiences with, and perceptions of, notification and residence
restriction statutes, the Beck Depression Inventory-II (BDI-II), and the Beck Hopelessness Scale (BHS). On average, respondents
(N = 104) reported mild to moderate levels of depressive symptoms (M
BDI = 17.1) and hopelessness (M
BHS = 6.9). Additionally, offenders who reported being negatively affected by residence restrictions and notification statutes
reported higher levels of both depression and hopelessness. Given evidence that sex offender specific legislation may de-stabilize
offenders, this research highlights the importance of managing affective states in this population. 相似文献
