Climate change sceptics are known for their resistance to proactive climate response policies, especially policies aimed at restricting greenhouse gas emissions. It is often assumed that scepticism about the science behind climate change would lead directly to outright rejection of all proactive climate policies aimed at mitigating emissions and adapting to climate‐induced changes already under way. This article demonstrates the variability among the climate policy views of seven well‐known Australian climate change sceptics in the period 2007–2012. Using the lens of frame‐analysis, we unpack some key sceptic rationales and narratives. The analysis shows that sceptics share a master frame that privileges individualist‐libertarian‐progress‐social order values, which are thus likely to conflict with the values implicit in conventional climate policy remedies. The analysis also shows that sceptical pre‐occupations diverge at more detailed framing levels, with various practical concerns and fears often at the centre of sceptical argumentation  相似文献

Australian local government has experienced a series of reforms directed at increasing economic efficiency. An important element in the reform program has been the development of a number of partial indicators of local government service delivery in the states and territories. This paper attempts to augment this literature on performance measurement in Australian local government by using data envelopment analysis (DEA) with holistic indices of allocative and technical efficiency in New South Wales (NSW) municipal water services. It also seeks to incorporate qualitative indicators into efficiency measures. “Best-practice” councils are identified and the underlying causes of municipal water service efficiency are analyzed.  相似文献

The article considers international advocacy concerning the exploitation of gas reserves in an area inhabited by an isolated indigenous group in Peru, the Machigengua. Considerable international advocacy activity was centred mainly in Washington, DC. Poor communication between those directly affected and international environmental NGOs characterised very different and not always compatible agendas. The article concludes that this failure to adapt the international lobby both to the views of the indigenous population and to political realities in Peru severely weakened the impact of the international advocacy work.  相似文献

Political scientists working in the area of American political development (APD) focus on America's political history with the goal of explaining why the nation's often peculiar collection of institutions and policies grew the way they did. Two primary approaches or schools of inquiry shape much APD scholarship, though a great deal of very fine work falls outside of them: historical institutionalists study actors pursuing interests through a political arena bounded by institutions; and ideational scholars, in contrast, seek to understand how norms, narratives, and outlooks influence the framing of debates and their outcomes. Although there are exceptions, especially at the margins, each school is marked by a general outlook. Previous discussions of the two schools have focused on the place of culture and ideas in relation to institutions. I argue here that the two schools split along more fundamental lines, and suggest that the crucial distinction between them centers on the nature of causation and on an often-unstated understanding of what political development is. By mapping out the theoretical underpinnings of each, APD's methods can be introduced to researchers outside the subfield. And the question of how the two schools might be drawn together for even more powerful inquiry can be posed.  相似文献
