The Nuclear Waste Policy Act (NWPA) is generally analyzed from the distinct perspective of any given actor involved in the nuclear waste policymaking process. Yet, these perspectives often rest on totally different models of decisionmaking. This article applies a multiple perspective explanation as developed by Allison (1971) and Linstone (1984) to the NWPA and explains policy outcomes by reference to three models of decisionmaking: rational actor, organizational processes and governmental politics. Commonalities and points of disjointure in the three models are highlighted and prospects for future nuclear waste disposal policy development are assessed using an integrated decisionmaking framework. 相似文献

Criminal defendants are considered to be incompetent to stand trial if they are unable to understand the proceedings against them and unable to cooperate adequately with their attorneys. The purpose of this study was to compare the sentencing patterns of a group of defendants who had raised this issue and been returned to court as competent, with those of a group of defendants who had not raised the issue. Results showed that raising the issue of incompetency seemed to be a significant factor in the consumption of court resources, and lessened a defendant's likelihood of having his or her case dismissed. This paper investigates the main determinants of the adoption of flexible production technologies (FPTs), using a plant-level dataset of Portuguese manufacturing industry. Besides using a new dataset, this paper extends the framework of previous studies on technology adoption by taking into account the effect of demand uncertainty as an additional determinant of adoption. In order to examine this relationship, several econometric models for count data are estimated. These models deal with the discrete nature of the dependent variable and firm specific unobservable characteristics arising from the cross-section context. The main findings of the paper are: (i) rank effects and technological regimes are important determinants of technology adoption, as put forward in previous models of technology diffusion; (ii) demand uncertainty has a significant positive impact on the likelihood of adopting FPTs, which suggests that technological heterogeneity is important when modelling firms' investment decisions; (iii) the estimates were improved after controlling for excess zeros and overdispersion that characterizes our data. 相似文献

This paper examines an impact of federal legislation on the formation of political interests; it identifies and defines a phenomenon we have labeled imputed interest groups . The interest groups can be seen when federal legislation makes benefit packages that serve as incentives to interest formation and ties interest groups to the maintenance of these benefit packages.
