Abstract

The international political science literature is ambiguous on the point if the involvement of a plurality of external actors (citizens, economic and social groups, NGOs and CSOs, Universities and experts, different public authorities at the same or at different territorial level, etc.) in governance processes is an end in itself (because it increases democracy) or it is useful in order to achieve better results in the production of public goods.

This article espouses the latter hypothesis and tries to understand if a governance perspective brings about a higher level of innovation in metropolitan areas. In order to test this hypothesis, two metrics are designed: ? In measuring innovation, the ideas are that there are four dimensions in urban innovation (agenda innovation, process innovation, product innovation and innovative communication) and that a metropolitan city has to score high in most of them in order to be considered really innovative.

? As far as governance is concerned, the analytical proposal is that the ideal governance network is at the same time complex (bringing together actors from different territorial levels and from different societal and institutional domains), dense (favouring direct interaction between the actors) and ‘focused’ (showing one or few actors able to act as focal points of the network).

Drawing from a research done in four Italian cities (Turin, Milan, Florence and Naples) through the reconstruction of 120 urban innovation processes, the article illustrates the analytical steps taken and the conclusions that can be reached.  相似文献

Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines.  相似文献

The European Union's difficulty in functioning is to a large degree a result of its decision-making mechanisms, which expose any measure to a veto by a scant minority or even a single state. A flexible model of Europe, one of differentiated integration, attempts to overcome this deadlock. The flexible model is based on the simple and reasonable idea that a member state which dissents is not obliged to associate itself with a certain initiative, but cannot stop the others from carrying it out. Under certain “virtuous” conditions, flexibility would not involve the risk of breaking up the Union. On the contrary, it would offer dynamic instrument for reconciling the requirements of unity and diversity and promoting the process of European integration.  相似文献

The possibility of detection of lead-antimony-barium aggregates from non-firearm sources is confirmed according to the tests performed on brake pads, and firework and automobile workers. Moreover, information on particles taken from cartridge cases shows the relative feeble importance of the morphology in distinguishing gunshot residues (GSRs). Furthermore, also the presence in the spectrum of other elements (e.g., iron) is not so conclusive. In this panorama, the possibility of discriminating gunshot residue particles from other non-firearm lead-antimony-barium aggregates is investigated: the proposed method is based on X-ray mapping technique--currently applied used in Reparto Carabinieri Investigazioni Scientifiche in Rome, the forensic service of Italian Carabinieri--according to which the spatial distribution of the emission energy of each element of the sample is pictured. Gunshot residues present the same lead-antimony-barium distribution (or at least the same antimony-barium distribution with lead nodules), as some other environmental occupational aggregates do not (different plaques of lead, antimony, and barium). So, X-ray mapping technique can offer a new fundamental evaluation parameter in analysis of gunshot residues with scanning electron microscopy/energy-dispersive (SEM/EDS) spectrometry, and new standards could be considered.  相似文献

The aim of this article is to compare Unasur and the African Union with regard to their institutional structure, agenda and performance. Although some scholars have made comparative assessments of regional institutions in the same region or comparisons between regional projects worldwide and the European Union, there are still few academic contributions which develop a cross-regional comparison among regional initiatives from different regions of the Global South. By assessing the cases of Unasur and the African Union, and particularly Unasur’s Defence Council and the AU’s Peace and Security Council, taking into account their institutional structure, performance and limitations, and the role of regional leaders and exogenous actors in both cases, we have elaborated an analytical framework aiming to identify and explain the similarities and differences between two regional institutions outside Europe. Based on the contributions of comparative regionalism and the evaluation of Unasur and the AU, we conduct a comparative analysis of both regional organisations, giving specific attention to their security and defence agendas, moving forward the empirical and analytical agenda of comparative regionalism.  相似文献
