The analysis of the competitive environment of international organizations has been neglected in scholarly research. Both
the external and the internal type of competition in international organizations are rather weak and their performance is
far from ideal. To strengthen both types of competition, several tentative proposals are advanced. They range from the introduction
of an international competition agency, competition rules, a monitoring institute, voucher systems, matching contributions,
popular participation rights by citizens to the use of prediction markets and institutionalized devil’s advocates. These proposals
are put forward to stimulate discussion and to advance new ideas about the design of international organizations.

AbstractThis essay looks at why, how and with what degree of success the international community has applied its recognition policies in the post-Soviet space. The essay addresses the issue from a normative perspective by comparing these policies with alternative policies on recognition that have arisen in Soviet and post-Soviet debates. A basic distinction is made between four normative positions. The essay compares the kind of just cause these positions claim to defend, the motives of those supporting each of these positions, the likelihood of success in achieving the stated objective, and the consequences and drawbacks inherent in each of these positions for post-Soviet conflicts over sovereignty generally and more specifically for the Georgian–Abkhaz dispute. 相似文献

Existing studies on electoral turnout in times of economic crisis have predominantly focused on disadvantaged voters. However, during the recent economic crisis, turnout among highly educated citizens has strongly declined as well. Existing resource-based theories of political participation cannot account for this. This article suggests that the anticipation of government inefficacy is an important driver of abstention among highly educated. Where governments are severely constrained, these citizens anticipate that the hands of future governments will be tied. Hence they are more likely to abstain out of frustration or rational calculations. The study uses the recent economic crisis as test case, as it entails particularly acute constraints on several European governments. The cross-sectional and longitudinal evidence – based on ESS survey data and different measures of government constraint in 28 European countries – provides ample support for the argument. 相似文献

Resource poor smallholders in developing countries often lack access to capital goods such as farm machinery. Enabling adequate access through machinery services can thereby significantly contribute to food security and farm incomes. At the core of the service provision model is the lead farmer, who makes the initial investment in agricultural machinery, and provides services to others on a fee-for-service basis. Profiling the lead farmers can thereby provide important lessons and scaling implications. The present paper provides a case study of Bangladesh, using primary data to characterise the lead farmers. It has often been pointed out in the literature that a symbiotic relationship exists between terrorist groups and the media. As yet, however, no formal model has been built based on this issue and only very little empirical research has been done in this field. The present contribution builds a simple game theoretic model, focussing on the strategic interactions between terrorists and the media. The model has features of a common-interest-game and results in multiple equilibria. After a discussion of the policy implications of the model, an empirical analysis is performed. Using newspaper coverage, terror incidents and terror fatalities data, it is shown that media attention and terrorism do mutually Granger cause each other, as predicted by the model. Moreover, it is explained why terror attacks tend to be “bloodier” in developing countries than in Europe and the United States. 相似文献

This paper presents a general rent-seeking model in which participants decide on entry before choosing their levels of efforts. The conventional wisdom in the rent-seeking literature suggests that the rent dissipation increases with the number of potential participants and with their productivity of effort. In this paper, we show that this result of the rent-seeking literature is far from general and applies only when participants are relatively weak and enter the game with certainty. In the presence of strong competitors, the expected total dissipation actually decreases, since participation in the game is less frequent. We further consider the impact of competitors’ exit option, distinguishing between “redistributive rent-seeking” and “productive rent-seeking” situations. In redistributive rent-seeking, no social loss results from the fact that all competitors exit the race. In productive rent-seeking, instead, lack of participation creates a social loss (the “lost treasure” effect), since valuable rents are left unexploited. We show that the lost-treasure effect perfectly counterbalances the reduction in rent dissipation due to competitors’ exit. Hence, unlike redistributive rent-seeking, in productive rent-seeking the total social loss remains equal to the entire rent even when parties grow stronger or the number of players increases. 相似文献
