An Analysis of CRIPA Findings Letters Issued to Jails for Constitutional Violations by the Department of Justice

This study analyzes Findings Letters in jail Civil Rights of Institutionalized Persons Act (CRIPA) cases for the years 1993 through 2013 to improve our understanding of the prevalence, content and correlates of constitutional violations investigated by the Department of Justice. CRIPA authorizes the U.S. Department of Justice to investigate and file suit against local jail facilities for the unconstitutional conditions of individuals in their care. Investigating the allegations and providing local officials a Findings Letter are the first steps in a CRIPA action and determine what remedial action must be taken to avoid a federal lawsuit. The analysis revealed a high incidence of certain constitutional violations, longitudinal trends, and facility characteristics associated with CRIPA action.     

Attachment Styles and Aggression in Physically Abused and Neglected Children

Attachment theory provides a valuable conceptual model for understanding the role of the parent–child relationship and its consequences for the child's emerging self-concept and view of the social world. Attachment style is an individual-difference variable that is rooted in the child's early rearing experience and provides the context for later emotional, behavioral, and cognitive transactions with the environment. The aim of this study was to compare physically abused (n = 41), and neglected children (n = 38) with nonabused/nonneglected children (n = 35) aged 6–12 years, in terms of their attachment styles and their levels of aggression. We found that the physically abused children were significantly characterized by the avoidant attachment style and manifested significantly higher levels of aggression, and the neglected children were significantly characterized with the anxious/ambivalent attachment style. The strategies that the physically abused and neglected children adapted for interactions with their parents also marked their relationships outside the family. Thus, physically abused children are at risk of antisocial behavior and sustained suspicion toward the others, and neglected children are at risk of social withdrawal, and social rejection and feelings of incompetence.     

Comment on the Marshall-Hoare-Henssge model for estimating the time since death

Timewise temperature variations in objects that are undergoing unsteady heating or cooling is a commonly encountered problem in the thermal sciences. One particular area of application is the cooling of a body post-death and the use of body temperatures to estimate the time of death. Here, a new approach based on the theory of transient heat transfer is formulated to allow efficient calculation of unsteady conduction problems. The theoretically derived unsteady temperature models are compared with experimentally based correlations (the Marshall-Hoare-Henssge model). The two approaches are found to agree very well. With this new theoretically based approach, timewise temperature variation can be calculated for both large and small Biot number transient problems.     

Self-Regulatory Trajectories in the Shadow of Public Power: Resolving Digital Dilemmas in Europe and the United States

Although industry self-regulation has developed into a preferred regulatory strategy for the digital economy, self-regulatory solutions adopted in the U.S. and the European Union differ considerably. We argue that variation in the shadow of public power—the public sector tools employed to induce industry collective action—sets the two on distinct self-regulatory trajectories. Legalistic self-regulation dominates in the U.S. and coordinated self-regulation in Europe. Expectations derived from the model are evaluated in case studies of online content regulation and personal data privacy protection.
