Different Threats,Different Militaries:Explaining Organizational Practices in Authoritarian Armies

Why do some states generate competent, professional military organizations, while others fail to do so even when they have the required economic, demographic, and technological endowments? Variation in states’ military organizational practices—their core policies related to promotion patterns, training regimens, command arrangements, and information management—holds the key. This article develops a typology of such practices and explains why and how they vary in response to the internal and external threats facing particular regimes. The article then subjects this argument to a carefully designed plausibility probe comparing the threat environments and military organizational practices of two states whose differences are both intuitively and theoretically puzzling: North and South Vietnam during the period 1954–1975. The initial evidence provides support for the theory and casts doubt on existing explanations of military organizational behavior focused on external threats, democracy, or the degree of political intervention in the military. The findings have important implications for foreign policy, as well as for future research on authoritarianism, civil-military relations, and military effectiveness.     

The Role of Interface Shape on the Impact Characteristics and Cranial Fracture Patterns Using the Immature Porcine Head Model, ,

The forensic literature suggests that when adolescents fall onto edged and pointed surfaces, depressed fractures can occur at low energy levels. This study documents impact biomechanics and fracture characteristics of infant porcine skulls dropped onto flat, curved, edged, and focal surfaces. Results showed that the energy needed for fracture initiation was nearly four times higher against a flat surface than against the other surfaces. While characteristic measures of fracture such as number and length of fractures did not vary with impact surface shape, the fracture patterns did depend on impact surface shape. While experimental impacts against the flat surface produced linear fractures initiating at sutural boundaries peripheral to the point of impact (POI), more focal impacts produced depressed fractures initiating at the POI. The study supported case‐based forensic literature suggesting cranial fracture patterns depend on impact surface shape and that fracture initiation energy is lower for more focal impacts.     

Social Democracy's Muted Revival

After a long malaise, social democracy is making a muted revival. What is the place of social democracy in the political and economic order that is emerging from the Covid-19 pandemic, and the economic crisis that has followed in its wake? Patterns have begun to emerge across the party family that are indicative of how social democracy is defining itself for the period to come. This article briefly surveys the revival of social democracy in three countries that have been historic bastions of the creed: Germany, Britain and Australia. It considers three particularly potent trends in this social democratic moment that reveal the movement's current character and the challenges it faces: building an ongoing coalition amid changing electorates; seeking transformation in an era of constraint; and a lack of ideological coherence. It considers what this muted resurgence suggests about the prospects for the centre-left.     

Early detection and early intervention in prison: improving outcomes and reducing prison returns

Our aim was to investigate whether early detection was feasible in prison and whether it could improve mental health outcomes in young prisoners. A secondary aim was to explore whether it can reduce returns to prison. Between 2011 and 2014, a total of 2115 young prisoners were screened, 94 (4.4%) met criteria for ultra-high risk for psychosis and were offered an intervention, 52 actually received it. Return to prison data were sought on the 52 participants, receiving a formal intervention. Of the 52 prisoners who received an intervention, 30.8% returned to custody compared to national average reconviction rates of between 45.4 and 66.5%. Our results suggest that early detection is a feasible option in a prison setting, improving mental health outcomes and reducing returns to prison. Mental health outcomes were recorded for a sub-sample of those receiving the intervention. The results indicated statistically significant improvements on measures of depression, anxiety and psychological distress.     

Half the Spectrum: A Title IX Approach to Broadcast Ownership Regulation

In theory, the electromagnetic spectrum belongs to everyone. In practice, stations owned by men hold approximately 90% of the licenses to broadcast on the public spectrum in the United States. In order to address this problem, federal legislation should be adopted that mimics the framework of Title IX of the Education Amendments of 1972 by prohibiting broadcast media companies from discriminating based on gender. Instead of the federal funds received by colleges and universities, the federal benefits here are the potentially lucrative broadcast licenses select radio and television stations receive. Under the proposed legislation, broadcasters would be required to establish gender parity within their organizations or risk losing their license to operate on the public spectrum.     

Conflict regulation or conflict resolution: Third‐party intervention in the Northern Ireland conflict – prospects for peace

This article evaluates previous third‐party efforts to broker a consociational power‐sharing solution on the peoples of Northern Ireland. Instead, an original and dynamic community‐based problem‐solving linkage system proposes co‐operation between Northern Ireland's grassroots constituents, paramilitary groups and political elites. The process would be facilitated by a quasi‐mediator comprising the three Northern Irish Members of the European Parliament (MEPs) and four MEPs – two each from the Netherlands and Belgium. This is a vision of how to create a mutually beneficial process linking psychocultural and structural dimensions by promoting dialogue, understanding, tolerance and the sharing of commonalities in beliefs, identity, and behaviors among groups involved in intercommunal conflict situations.

"The red zone": temporal risk for unwanted sex among college students

The "red zone" usually refers to the first few weeks of the first semester at college, when female students are believed to be at greatest risk for experiencing unwanted sex. We tested this notion using data from a survey study of 207 first-and second-year students (121 women, 84 men) at a small, liberal arts university. Results demonstrated only one significant elevation in incidence rates of first- and second-year women's unwanted sexual experiences (sexual touching, attempted and completed anal, oral, and vaginal sex), between the end of the first month and fall break (mid-October) during the second year at school. Previous research and local information about the relevant behaviors of sorority and fraternity members is discussed in light of these findings to provide heuristic material for further empirical testing. Because risk may involve both temporal and situational factors, systematic collection and dissemination of local data are recommended.
