The Parliamentary Powers Index (PPI) developed by Fish and Kroenig (2009) is the most important effort to date to measure legislative power in cross‐national perspective, but it has been criticized on both theoretical and methodological grounds. We build on the 32‐item PPI to develop an alternative indicator of legislative strength that is based on an expert survey of 296 political scientists in 2014. We reweight each of the powers by expert opinion, creating a new Weighted Legislative Powers Score (WLPS) for the 158 national legislatures in the Fish and Kroenig data set. In addition, the article reports the expert‐assigned weight factors for the entire set of 32 powers contained in the original PPI, thus allowing researchers to innovate alternative, disaggregated indicators of legislative power.  相似文献

The Forensic Explosives Laboratory (FEL) operates within the Defence Science and Technology Laboratory (DSTL) which is part of the UK Government Ministry of Defence (MOD). The FEL provides support and advice to the Home Office and UK police forces on matters relating to the criminal misuse of explosives. During 1989 the FEL established a weekly quality assurance testing regime in its explosives trace analysis laboratory. The purpose of the regime is to prevent the accumulation of explosives traces within the laboratory at levels that could, if other precautions failed, result in the contamination of samples and controls. Designated areas within the laboratory are swabbed using cotton wool swabs moistened with ethanol water mixture, in equal amounts. The swabs are then extracted, cleaned up and analyzed using Gas Chromatographs with Thermal Energy Analyzer detectors. This paper follows on from a previous published paper describing the regime and summarizing subsequent results from approximately 6 years of tests. Lessons learned and improvements made over the period are also discussed. Monitoring samples taken from surfaces within the trace laboratories and trace vehicle examination bay have, with few exceptions, revealed only low levels of contamination, predominantly of RDX. Analysis of the control swabs, processed alongside the monitoring swabs, has demonstrated that in this environment the risk of forensic sample contamination, assuming all the relevant anti-contamination procedures have been followed, is so small that it is considered to be negligible. The monitoring regime has also been valuable in assessing the process of continuous improvement, allowing sources of contamination transfer into the trace areas to be identified and eliminated.  相似文献

This article describes a program of research on effectively transporting the New Beginnings Program (NBP), a university-tested prevention program for divorced families, to community settings. The four steps in this research are described: (1) selecting a community partner, (2) developing effective methods of engaging parents, (3) redesigning the NBP to be easily delivered with high quality and fidelity in community agencies, and (4) adapting the NBP to meet the needs of the full population of divorcing families. The article concludes with a discussion of plans for an effectiveness trial to evaluate the NBP when delivered in community settings.  相似文献

The police subculture serves as a means for police officers to cope with the perceived stresses associated with police work, including the belief that their lives are constantly threatened by dangerous ‘others’. As a result, the police subculture is peppered with racialized survivability discourse that reminds police of the possibility of their own mortality, mobilizes them through fear, and facilitates an entitlement to violence in the name of guardianship. Drawing from the author’s past experiences as a police officer, this paper offers insight into how, through this racialized police survivability discourse, police officers come to believe that their lives are more valuable than others, particularly when compared to Black lives. This has not only been demonstrated by the disproportionate killing of unarmed Black men but also by the emergence of the Blue Lives Matter ‘movement’ that arose in direct oppositional response to the subculture’s perceived threat of the Black Lives Matter movement.  相似文献

The increasing reliance on technology as a means of conducting cross-border businesses has spurred on the development of data protection and privacy laws in many countries across the globe. In Asia, however, many countries today still have no or extremely limited data protection laws. Cultural attitudes towards the concept of autonomy and the well-established right of certain governments to monitor and scrutinise its people in certain countries have been partly to blame. However, in order to remain economically viable, the businesses and government of these countries must be able to provide protections which are at least similar to those afforded by the data protection laws of their business counterparts. This article examines the effectiveness and relevance of the APEC Privacy Framework and the state of the data protection laws in eight Asia-Pacific countries today.  相似文献

Uniformed presence is commonly thought to create feelings of safety in people. However, do differently uniformed people contribute to an equal amount of safety and are there situation-dependent differences? The present study examined the association between various types of uniformed presence and people’s feelings of safety through a questionnaire among 352 respondents (18–86 years) (49.1 % women). The questionnaire contained pictures of situations perceived as relatively safe and unsafe with or without uniformed presence. The respondents estimated how safe they thought they would feel in these situations with no uniformed presence, two police officers, six police officers, a police vehicle, two security guards, or two police volunteers. Results showed that uniformed presence did not increase feelings of safety in a situation perceived as relatively safe, making patrol unnecessary. In situations perceived as relatively unsafe however, all types of uniformed presence increased feelings of safety. Foot patrolling police contributed to the greatest increase in feelings of safety. Security guards and police volunteers created similar amounts of feelings of safety making police volunteers a cost-effective alternative. All types of foot patrol were better than vehicle patrol, making non-police groups an alternative to vehicle patrol. Some situational, gender, and age differences were found.  相似文献
