Pulse Variations of a Conducted Energy Weapon (Similar to the TASER® X26 Device): Effects on Muscle Contraction and Threshold for Ventricular Fibrillation*

Abstract: Conducted energy weapons (such as the Advanced TASER X26 model produced by TASER International), incapacitate individuals by causing muscle contractions. To provide information relevant to development of future potential devices, a “Modifiable Electronic Stimulator” was used to evaluate the effects of changing various parameters of the stimulating pulse. Muscle contraction was affected by pulse power, net/gross charge, pulse duration, and pulse repetition frequency. The contraction force increased linearly as each of these factors was increased. Elimination of a precursor pulse from X26‐like pulses did not have a significant effect on the normalized force measured. Muscle‐contraction force increased as the spacing increased from 5 to 20 cm, with no further change in force above 20 cm of spacing. Therefore, it is suggested that any future developments of new conducted energy weapons should include placement of electrodes a minimum of 20 cm apart so that efficiency of the system is not degraded. In the current study, the 50% probability of fibrillation level of X26‐like pulses ranged from 4 to 5 times higher than the X26 itself. Relatively large variations about the X26 operating level were found not to result in fibrillation or asystole. Therefore, it should be possible to design and build an X26‐type device that operates efficiently at levels higher than the X26.     

The frequency and classification of the needs of offenders in community settings

Concern for the specific needs of offenders, or concern for “behavioral objectives” in community supervision practices, has increased considerably in the last twenty years. This article examines the development of needs-focused supervision technology in three different ways. An analysis of trends in correctional literature from 1964–1983 is conducted to see whether there have been changes in the types, frequencies, or variety of needs reportedly met by community corrections programs. Second, data on needs from ten separate needs-assessment studies are aggregated to compare need incidence across different setting and different offender populations. Finally, a factor analysis is performed on one set of needs data to determine whether the conceptual dimensions used to classify needs can be empirically validated.     

Cognitive-behavioral group treatment for male spouse abusers

Two studies evaluating cognitive-behavioral treatment programs for male spouse abusers are reported.³ Both programs resulted in significant reductions in both indirect and direct threats of violence and direct and severe violence towards spouses. Study 1 identified reduced levels of guilt proneness and increased levels of group conformity as a result of the intervention program. In addition, changes in attitudes toward love were noted from pre- to post-test indicating greater physical attraction, intensity of emotion, and commitment to the lover. Changes were maintained at a six month follow-up. Study 2 evaluated a modified cognitive-behavioral treatment formal that focused more on communication, problem-solving, and sexual attitudes and practices. All levels of violence were significantly reduced and changes in endorsement of sexual attitudes were noted. In addition, males showed lower levels of passive-aggressiveness and increasing levels of narcissism as a function of treatment. Implications for program development and research are discussed.
