Increasing the Human Capital of Children in Latin American Countries: The Role of Parents’ Time in Childcare

In this paper, we focus on the relationship between parents’ education and activities aimed at increasing the human capital of children (for example, educational childcare). Using time use surveys from Mexico, Peru, Ecuador, and Colombia we find that in Mexico, Peru, and Colombia the level of education of both father and mother has a positive association with the time devoted to educational childcare, while in Ecuador only fathers’ level of education has a positive association with father’s time devoted to educational childcare. Furthermore, we find that the time devoted to educational childcare by parents is positively related in all four countries.     

Moderating Factors in Adopting Local e-Government in Spain

This study analyses the factors that influence citizens' intention to use e-government activities offered by municipalities in Spain. For this purpose, we developed a straightforward user behaviour model that considers the components of the TAM and DOI models simultaneously, harnessing their synergies and factoring in the role of citizens' trust. We also examined the moderating role that population size can play in the model's behaviour. Among the results we obtained, it is important to note that user trust not only improved the model's fit, but also showed a significant effect on intention of use for all the population sizes that we analysed. The other significant relationship for all the samples linked ease of use to perceived usefulness. For the other relationships between variables, we observed the moderating role of size for the populations we considered.     

A Partnership to Counter International Terrorism: The UN Security Council and the UN Member States

Following the terrorist attacks of 11 September 2001, the United Nations Security Council passed Resolutions 1368 and 1373 and thereby created the basis of a global counterterrorism system. At the heart of this system lies a partnership between the Security Council and the UN member states—a partnership in which states have been given considerable, independent, operational responsibility. Unfortunately, this system has often been criticized and viewed pessimistically by scholars, who tend to focus primarily on UN bodies and offer little discussion of the key role of states. This article presents a different conceptualization of this counterterrorism system and suggests, through case studies, that it has attained some important objectives in the global struggle against terrorism.
