The large federal deficits run throughout the 1980s generated concern that we were mortgaging our future. In 1991, the note came due. The potential for aggravating the long-run deficit problem constrained fiscal policy from reacting to the recession. Institutional and partisan conflict and the controls established by the Budget Enforcement Act (BEA) limited responses to a remarkable budgetary opportunity—the dissolution of the Soviet Union—and to a serious budgetary threat—exploding health care costs. The BEA controls were applied rigidly with a few minor exceptions, and credit reform was implemented successfully; on the other hand, Congress and the president made no headway on further deficit reductions even though long-run projections worsened. The agenda-setting role of the president's budget for the fiscal year 1993 diminished, as the document's format was heavily influenced by the upcoming presidential election. In contrast to this mixed record for federal budgeting, progress was made in building a financial management structure and developing accounting standards.  相似文献

This study aimed to explore the family profile of adolescent-to-parent abuse cases. Concretely, this paper examines whether or not there is a different family profile of parent-abuse offenders compared with other types of offenders and with non-offender adolescents. The sample included 90 adolescents who were clustered into three groups (parent-abuse offenders, other type of offenders, and non-offender adolescents). Participants completed measures of quality of communication with parents and parents’ educational styles. They were also evaluated using a brief interview with questions about family structure. Results indicate offenders who assault their parents have a different family structure and dynamics. Differences were found concerning the type of household, family size, and family incomes. In addition, parent-abuse offenders reported a lower quality of communication with both parents perceiving them as less warm, more rejecting, and less inductive than did the other groups.  相似文献

In this paper, we apply the concepts of demographic and social differentiation to the analysis of inequality among rural households in the northern Peruvian department of Cajamarca. While we demonstrate that social rather than demographic differentiation is the more important process in this area, we illustrate the complementarity of Chayanov's methodological analysis of the family life cycle with a Marxist class‐theoretic framework. Both enrich the study of patterns in the agricultural sector of household labor use, family structure and composition, and income inequality.  相似文献

After the train bombing in Madrid (Spain) on 11 March 2004, methenamine was detected in some of the specimens of Goma-2 ECO dynamite submitted to the forensic laboratories when analyzed by gas chromatography coupled with mass spectrometry detection (GC-MS). Methenamine is synthesized from formaldehyde and ammonia through a condensation reaction. However, neither methenamine nor any of these compounds were used to manufacture Goma-2 ECO dynamite. Four different experiments were designed in order to explain the presence of methenamine detected in the dynamite samples analyzed. In the first one, GC-MS was used to analyze the individual components of Goma-2 ECO provided by the manufacturer and the components mixed in a raw paste. Methenamine was detected in the manufacturer's ammonium nitrate and in the raw paste. The other experiments were designed to find the precursors sources for methenamine generation in Goma-2 ECO. Results revealed that these sources could be ammonium nitrate for ammonia and sawdust for formaldehyde. Under heating conditions, dynamite could produce these precursors, which could condense in the injection port of the GC-MS system and generate methenamine. However, methenamine was not always detected in these dynamites. This was explained by the existence of two opposite effects: (a) dynamite stability makes difficult that ammonium nitrate releases ammonia and (b) there is a gradual loss of formaldehyde in sawdust along the time. Both effects can prevent the formation of an amount of methenamine large enough to be detected.  相似文献

This paper evaluates the use of climate-based information in drought mitigation in Ceará, Northeast Brazil. It examines two policies – a seed-distribution program (Hora de Plantar) and the Emergency Drought-Relief Program – that use climate information produced by FUNCEME (Cearás Foundation for Meteorological and Hydrological Resources) to implement drought planning. It argues that, in politically charged policy-making environments, the use of climate forecast information may go beyond its problem-solving function to influence broader issues of accountability and democratization. In Cearás politically charged environment, technocrats rely on scientific information about climate to insulate policy-making from both political meddling and public accountability. However, insulation afforded by the use of climate information has played different roles in the policy areas examined in this study. While in drought emergency-relief planning the use of climate information critically contributed to the democratization of policy implementation, in agricultural planning, it worked towards further insulating decision-making from public accountability and client participation. Thus, the use of climate information is context-dependent, that is, the distribution of costs and benefits associated with information use in policymaking depends on the social, political, and cultural context in which information producers and users work. Moreover, climate information can be used in ways – positive or negative – significantly different from the use that information producers intended.  相似文献
