Following a first wave of reform at the beginning of the decade, the system of patient and public involvement in healthcare governance is being further overhauled under the Local Government and Public Involvement in Health Act 2007 and the Health and Social Care Act 2008. The current reforms reflect a significant shift in dominant political discourse from an earlier concern with patient and public involvement towards a more exclusive focus on consumer choice and economic regulation, with collective voice and citizen participation at best playing a subordinate part in the government's NHS modernisation agenda. While there is some potential for increased responsiveness in the new arrangements, the overall effect is likely to be a weakening of the foundations of democratic decision making in the governance of healthcare in England. 相似文献

AbstractPublically accessible information about sex offenders through an online registry of sex offenders has been a polemic issue for governments, police and the wider community with debate largely driven by community expectations of police ensuring the safety of children and women from sexual predators. In October 2012, Western Australia became the first and currently only state or territory in Australia to allow public access to a three tiered register via the Community Protection Website (CPW) that would be monitored by West Australian Police. The introduction of this website triggered significant debate across the country. A survey was developed to capture the opinions of members of the public who had accessed the online registry to understand their views of the online tool and its purpose as a form of community safety. Findings from the survey reveal that the community lacks understanding of the prevalence of child sexual abuse and the fact that a child is more likely to experience sexual victimization within the family unit. There is also a need for greater community education and awareness about the purpose and limitations of the CPW as many believed that all sex known sex offenders are publicly registered, therefore creating a false sense of security. 相似文献

Damage produced by high‐speed projectiles on organic tissue will depend on the physical properties of the tissues. Conditioning organic tissue samples to human core body temperature (37°C) prior to conducting ballistic experiments enables their behavior to closely mimic that of living tissues. To minimize autolytic changes after death, the tissues are refrigerated soon after their removal from the body and re‐heated to 37°C prior to testing. This research investigates whether heating 50‐mm‐cube samples of porcine liver, kidney, and heart to 37°C for varying durations (maximum 7 h) can affect the penetration response of a high‐speed, steel sphere projectile. Longer conditioning times for heart and liver resulted in a slight loss of velocity/energy of the projectile, but the reverse effect occurred for the kidney. Possible reasons for these trends include autolytic changes causing softening (heart and liver) and dehydration causing an increase in density (kidney). 相似文献

Nordic countries are known for having extensive welfare services, a highly compressed wage structure owing to strong social partners, as well as effective regulation and governance in public administration. Various typologies capture aspects of the institutional features of families of nations across various policy areas, showing that there is a specific Nordic variant of political economy. While there is an extensive literature focusing on socio-economic outcomes in the Nordic countries, there is less scholarly focus on the linkages between the regulatory processes, and their policy output, in response to various challenges. This volume examines how exogenous challenges (market liberalization promoted by EU integration and the gig economy, as well as the COVID-19 pandemic) and endogenous challenges in the welfare state (regulation of child-care quality and retirement ages) are tackled in a selection of Nordic countries. After a bibliometric analysis on the state of the literature, features of the Nordic model are presented. Then, the contributions of the articles to the special issue are summarized, after which lessons for other models of political economy are pinpointed. We find that although there is high variation within the Nordics in the studies of the special issue, there is a trend whereby, over time, a broader range of actors involved in the policy and regulatory process. Although not perfect, challenges are solved incrementally and often at an early stage. In other words, the Nordic regulatory model is highly adaptable to different challenges. Thus, the Nordic model does present crucial lessons for other types of political economy. 相似文献

The aim of this study was to examine the accuracy and reliability of a small group of facial imagery experts, and compare their abilities with members of the general public, to ascertain whether or not training and experience will affect the ability to identify faces from CCTV footage.A number of clips from CCTV footage were utilised alongside face pools. The participants were asked to identify the actor in each CCTV clip and provide a level of confidence in the decision.The experts tested in this study were consistently better at identification than the public, with almost double the identification rates and half the errors. These results suggest that training and experience in facial analysis will produce more reliable and accurate facial identification. 相似文献

Turkey’s Justice and Development Party, AKP, was for many years believed to be paramount in ushering in a new era of moderate Islamism. However, in recent years, AKP has troublingly reversed course. From violent repression of the Gezi protests of 2013 to the 2016 abortive coup and subsequent crackdown on opposition, the party has lost all semblance of moderate Islamism and radicalized. If AKP had truly moderated, how could the party have changed in such a short period of time? What explains the radicalization of AKP? First, we argue that the strategic benefits of moderation far outweighed its costs, rendering it analytically improbable to determine whether AKP’s actions were genuine or merely strategic. Second, we show that AKP has been in a process of radicalization characterized by the adoption of anti-system, anti-democratic, and violent tactics and rhetoric since 2011. The disappearance of domestic and international structural constraints created the requisite background conditions for the party’s radicalization. Radicalization was facilitated by what we call ‘Erdoganization’, an ongoing de-institutionalization process within which Tayyip Erdogan gained complete control over the party. Additionally, a series of four “external shocks” threatened the party’s primary goal of gaining hegemony and caused the party to radicalize. 相似文献

A considerable number of studies have investigated the influence of new media on political attitudes and behaviors. However, much of this research focuses on young people, ignoring other age cohorts, particularly Baby Boomers (born between 1946 and 1964). To fill this gap, this research examines the influence of attention to specific forms of traditional and online media on Baby Boomers’ online and offline political participation during the fall 2012 U.S. presidential campaign. Drawing on a Baby Boomer survey panel, responses were collected during the 2012 general election to analyze the empirical relationship between attention to traditional and online media sources and political participation. Data analyses reveal that Boomers’ attention to traditional media sources, particularly television, did not increase their offline and online political participation. Instead, various forms of offline and online participation were consistently heightened by Boomers’ attention to presidential candidate websites. In addition, attention to Facebook for campaign information was positively linked to online engagement. Boomers’ attention to blogs, Twitter, and YouTube were associated with only certain types of online and offline activities. 相似文献

Multilateral development banks (MDBs) have proved to be one of the most popular and enduring forms of international organization ever created, in large part because of their unique financial model. MDBs raise most of the resources needed for operations from international capital markets rather than government budgets, which greatly increases their financial capacity and attractiveness to member governments. However, this model has a trade-off: MDBs must pay close attention to the perceptions of bond investors, who have little interest in development goals. This paper explores the influence of credit rating agencies (CRAs) on MDB operations, based on an analysis of the methodologies used by CRAs to evaluate MDBs and interviews with MDB financial staff and CRA analysts. The study demonstrates that the methodology used by Standard and Poor’s seriously undervalues the financial strength of MDBs, limiting their ability to pursue their development mandate. These findings suggest that MDB dependence on capital market financing may weaken the ability of major shareholder governments to fully control MDB activities. 相似文献
