Scholars have long argued that international organizations solve information problems through increased transparency. This article introduces a distinct problem that instead requires such institutions to keep information secret. We argue that states often seek to reveal intelligence about other states' violations of international rules and laws but are deterred by concerns about revealing the sources and methods used to collect it. Properly equipped international organizations, however, can mitigate these dilemmas by analyzing and acting on sensitive information while protecting it from wide dissemination. Using new data on intelligence disclosures to the International Atomic Energy Agency and an analysis of the full universe of nuclear proliferation cases, we demonstrate that strengthening the agency's intelligence protection capabilities led to greater intelligence sharing and fewer suspected nuclear facilities. However, our theory suggests that this solution gives informed states a subtle form of influence and is in tension with the normative goal of international transparency.  相似文献

Decentralized decision making has created restructuring from larger to smaller administrative units, but in many places, strays little from existing arrangements. Moves toward decentralization from central government to city‐regions, and in some areas, below city‐region scale to neighborhoods, reflect a mandate for reform. What is the nature and extent of desired reforms? Using an institutionalist lens, homogeneity and heterogeneity in local narratives about possible future reform can be surfaced. This article emphasizes the importance of understanding the role of local actors' narratives in shaping decentralized institutions. This article uses the findings from a Q‐methodology study to identify and interrogate distinctive local viewpoints on attempts to decentralize decision making in England. In a systematic empirical analysis, local actors' narratives were largely in favor of relatively minor modifications to the status quo. The findings question a conflation of decentralization with participation in decision making.  相似文献

This paper explores the connections between education for youth civic engagement and theories and strategies from public health (specifically, epidemiology). We illustrate this with four applications of epidemiologic theory to youth civic engagement: social determinants and fundamental causes, vulnerable populations and cumulative disadvantage, positive spillover, and herd immunity and critical mass. Formalizing concepts of current civics, in schools and the public, as a civic epidemic, we present a case for individual‐ and group‐level interventions based around targeted, school‐based, effective civic education initiatives. Grounded in epidemiological theory, such approaches call attention to the simultaneous need to improve broad civics education and ensure that particular populations receive necessary attentions.  相似文献

A meta‐review of over a 100 article was conducted of both the qualitative and quantitative method related to the antecedents to business models, community economic development, and poverty alleviation. Since its inception in 2009, Uber has grown into a technology behemoth, with operations in over 70 countries and 500 cities around the world. Along the way, it has successfully forced regulatory upheaval in hundreds of local taxi markets controlled by municipal authorities. In this sense, Uber is not only a market disruptor, but also a policy disruptor. This paper examines the nature of such policy disruption at the local level by reviewing regulatory responses to Uber in ten North American cities. We find that regulatory outcomes are a function of two factors: Uber’s government relations strategy, either cooperative or confrontational, and the degree to which local governments perceive Uber as complementary or harmful to the existing marketplace. We conclude by proposing a typology of regulatory responses to Uber as a basis to identify patterns in the behavior of municipal regulatory authorities and political leaders.  相似文献

Economic regeneration is a segment of neighbourhood renewal that boosts community economics and sustains certain principles of sustainable urbanization. The community economic development framework for poverty reduction, the implementation loop for stakeholder collaboration, and the Neo‐Marxist community economic development strategy for local economic freedom are imperative for sustaining and renewing the idealism of shared prosperity, which is the basis of collectivism and community economic development in relation to community development. Because, where there is poor economic vivacity; it is difficult, if not impossible for such community to galvanize towards the realisation of the sustainable development agenda, is tied to economic vivacity of an area. It is on this ground that this paper develops a neighbourhood regeneration model or the community economic development strategic framework for poverty alleviation for the Raymond Mhlaba Local Municipality. Data were sorted from Statistics South Africa, ScienceDirect, EBSCOHost, Proquest, and Scopus among others, and the data were cushioned with substantial qualitative analysis. Triangulation, content, and theme analysis were used to analysis the data and propose the models for the paper. It must be noted that an understanding and appreciation of this paper is dependent on the understanding of the earlier papers advanced in this series. Finding demonstrates the suitability and the need for models in empowering those at the rural areas in South Africa.  相似文献

The influence of childhood contexts on adult blood pressure is an important yet understudied topic. Using a developmental perspective, this study examines the association between neighborhood socioeconomic disadvantage in early childhood (0–5?yrs), middle childhood (6–12?yrs) and adolescence (13–18?yrs) on subsequent blood pressure in young adulthood. Data were from 263 college students (52% Black; Mage?=?19.21 years) and neighborhood socioeconomic disadvantage was measured using a tract-level Area Deprivation Index. Neighborhood disadvantage in early childhood was significantly associated with diastolic blood pressure and explained 22% of the race difference between Black and White adults. The findings are consistent with the notion that early childhood may be a sensitive period for the effects of neighborhood disadvantage on blood pressure.

This article addresses the views of Helene Lange (1848-1930) in the campaign to reform German female education during the imperial period (1871-1918). A former educator, Lange was a key leader in national discussions of both female education and women's rights. Education, middle-class interests, and marital status formed the pillars of Lange's reformist vision. Lange contended that nineteenth-century education was misguided in its emphasis upon marriage as the primary goal of middle-class female lives. She cited a perceived surplus of unmarried women (Frauenüberschuss) as a key reason to change the nature of female education. Lange saw this surfeit as particularly problematic among the middle and elite classes. In doing so, she acknowledged derogatory depictions of unwed women but inverted such stereotypes in order to promote her cause of improved female education. As a solution for the perceived female surplus, Lange advocated educational and professional experiences that would embrace the maternal character of women. Helene Lange believed that women were not to be educated to compete with men, but to stand beside them in creating a better world – patriarch and matriarch renewed.  相似文献
