NGOs in Asian countries often experience fluctuations in funding because of the constantly shifting priorities of their international donors. Without domestic sources, Asian NGOs are forced to re-align their priorities with donor interests in order to compete for funding. In the case of advocacy NGOs, the resulting asymmetry in donor–grantee relations often leads to a crisis of legitimacy and deteriorating effectiveness for the NGO. Because of the political nature of advocacy work, these NGOs must maintain a reputation for independence and legitimacy if they are to be influential in the political process. This article analyses the impact of fluctuating international donor assistance to advocacy NGOs in Cambodia, the Philippines, and Thailand, and offers recommendations for donors. While donors have spent significant resources on building the capacity of advocacy NGOs in South-East Asia, funding trends usually undermine the effectiveness of their grantees long before funding is ended. 相似文献

Despite the generally accepted weakness of trade unions at the European Union level, an analysis of two high profile cases – the Services Directive and the Port Directive – shows that trade unions are able to mobilise effectively at the European level and, within constellations of actors, crucially impact EU decision making. In contrast to common claims that a lack of access to EU institutions makes such groups powerless, it is argued here that the exclusion of large opposing societal groups from consultations is neither a quick nor a sure fire recipe for dismantling opposition. On the contrary, it politicises the process and may lead to opposing groups mobilising in more contentious ways. 相似文献

Journalistic reports and case study evidence suggest that governments have made policy and institutional reforms to achieve or maintain eligibility for assistance from the Millennium Challenge Corporation (MCC). However, the empirical scope of the “MCC Effect”—across countries, policy domains, and time—remains a subject of speculation and debate. There is also little rigorous evidence about the conditions under which the MCC eligibility standards have influenced the reform efforts of developing country governments. To address this challenge, we construct an original data set that measures whether, when, and how governments in low‐income and lower‐middle‐income countries responded to the eligibility requirements for MCC assistance between 2004 and 2010. Our econometric analysis of the data set calls attention to an underappreciated factor that shapes the adoption and implementation of externally influenced reforms: the presence of a technocratic reform team with executive authority to introduce disruptive changes to the status quo. 相似文献

Recent tragedies such as Hurricane Katrina, 9/11, and the 2008 Sichuan Earthquake have revealed a need for methods to evaluate and plan for the impact of extreme events on critical infrastructure. In particular, awareness has been raised of the threat that a major disruption will lead to cascading failures that cross boundaries between interdependent infrastructure sectors, greatly magnifying human and economic impacts. To assist in planning for such extreme events, researchers are developing modeling tools to aid in making decisions about how best to protect critical infrastructures. We present some of the capabilities of this modeling approach as well as some of the challenges faced in developing such applications based on our experience with the Critical Infrastructure Protection Decision Support System (CIPDSS) model, developed for use by the Department of Homeland Security. A set of disruptions to road and telecommunication infrastructures is implemented in CIPDSS and the modeled disruptions to the original infrastructure as well as cascading effects on other infrastructure sectors are discussed. This article describes how city and county governments were,and were not, consolidated under Unigov in 1969, a measure thatfell substantially short of a complete consolidation. The articlethen reviews the available evidence concerning Unigov's effectson service delivery and performance, public finance, economicdevelopment, and voter participation. The available record suggeststhat Unigov has enhanced (1) the stability of Indianapolis'political leadership by establishing one-party control of localgovernment; (2) the effectiveness of its economic developmentstrategy of public subsidization of private developments; and(3) the ability of Indianapolis to shift a greater share ofthe burden for its expenditures to the state and federal governments.There is little evidence that Unigov has (1) reduced the numberof service provision, production, or taxing units in the county;(2) improved central-city residents' satisfaction with theirlocal public services; or (3) effected a substantial redistributionof the financial base for those local services.
