Most studies of open developing economies, such as Peru, have found the foreign sector's impact on the domestic economy is very great. This is usually true whether the vehicle for changes in income is monetary or real.1 This study, following the basic models developed by Polak, Prais and Schotta, will attempt to explain short run changes in income in Peru using two different approaches: a monetary approach and an income approach.  相似文献

Thirty years ago, the Church Committee completed what was and still is the most exhaustive look at any government's secret intelligence agencies. The Committee showed that in times of crisis, even constitutional democracies are likely to violate their laws and forget their values. In this reflection, the Committee's Chief Counsel states that by examining the full record over time, the Committee found that it was insufficient to blame abuses solely on intelligence agencies. Ultimate responsibility was properly fixed with the presidents, attorneys general, and other high executive branch officials. Seven general lessons, including the danger of excess secrecy, are drawn from his experience. These lessons are valuable for the present struggle with terrorism.  相似文献

The paper compares cruel and unusual punishment in two ancient empires, Imperial Rome and Dynastic China, through an exploration their imperial legal codes and, to a lesser degree, through the examination of selected exemplary cases. The paper argues that both empires utilized extraordinary punishments in cases where conduct threatened social order or major cultural values. However, while the Romans generally extended these punishments to include cruel mass spectacles, the Chinese employed unusual public punishments in a more instrumental manner primarily to ward off the threat of disorder and the thirst for cruel spectacle for its own sake was absent.  相似文献
