On the pricing and benefit structure of a private club or public utility

In this study the structure-induced equilibrium approach for modeling democratic institutions is extended to allow for the added structural features of executive veto and legislative override. A multidimensional model is presented for a budgetary process involving three actors — a legislature, an appropriations committee, and an executive. In order to focus attention on the role of the veto and override possibilities, simplifying assumptions are made with regard to other aspects of the agenda formation process. In particular, the committee has monopoly agenda power, a closed amendment control rule is operative, and perfect-foresight expectations are held by the committee and the executive. Given these assumptions, utility maximization by the several actors generates a budget outcome characterized as a structure-induced equilibrium. The general model is illustrated geometrically with a two-dimensional example, permitting budget outcomes to be analyzed for various combinations of veto rules and override provisions. The analysis demonstrates that budget outcomes are sensitive to alternative specifications of veto rules and override provisions. In the illustration, executive veto power is shown to vary directly with both the permissiveness of the veto rule and the stringency of the override provision. Similar relationships, however, are not found to exist for total budget expenditures.     

RETHINKING AMERICAN JAIL DEATH RATES: A COMPARISON OF NATIONAL MORTALITY AND JAIL MORTALITY, 1978, 1983

This article provides insights in to the problem of jail deaths in America by drawing upon relevant data from the 1978 and 1983 National Jail Censuses and other official sources. The goal o f the research is to compare national death trends with jail death trends in order to determine (1) if the problem is as grave as the available literature suggests, and (2) if any major changes have occurred as a result of federal court activism. Indeed, we found that when an adjusted general population death rate is employed certain cause-specific rates are actually lower in jail. This generalization, while true for natural causes and homicides, was not the case for suicides. Depending upon which general population rates are compared with which jail rates, inmates committed suicide at a rate that was between five and fifteen times higher than the rate for free-world citizens. Between censuses, the general trend in jail death rates was generally downward, although once again suicide rates tended to exhibit less of a decrease than the rates for homicides and death by natural causes. Possible explanations for this anomaly and policy implications are addressed in the article.     

Peers,parents, and adolescent drug use in a rural community: A two-wave panel study

This study examined the relative influence of changes in orientations to ward peers and parents on the drug-use patterns of a panel of rural youths. It was hypothesized that, when the changes in orientations that occurred over a three-year period of time were evaluated, the level of involvement with either alcohol or marijuana would be highest for those youths experiencing movement toward positions sympathetic to the use of drugs. The data analysis revealed that after three years there was greater distance between youths and their parents on the subject of drugs, and that those youths who experienced the greatest movement were also the most heavily involved with drugs. The single best predictor of the use rate for either type of drug was the level of past use, followed by changes in the level of drug-related conflict with parents. Among the peer-based measures, changes in the frequency of both pro- and antidrug-use discussions were found to make a significant contribution only in the case of marijuana use.A version of this paper was presented at the annual meetings of the Society for the Study of Social Problems, August 1985, Washington, D.C.He received his Ph.D. from the University of Montana. Interstate Competition and Welfare Policy

In 1996, the federal government terminated the Aid to Familieswith Dependent Children (AFDC) program and replaced it withthe Temporary Assistance for Needy Families program (TANF).Many powers once held by the federal government are now beingused by state governments. Will welfare assistance be redesignedand expanded or will states "race to the bottom?" This issueis investigated by examining state welfare policy choices duringthe latter years of AFDC(1976–1994). Because each stateunder AFDC had the authority to set the level of its welfareguarantee for families that had no income, it is possible toestimate the effects of interstate competition on AFDC guaranteelevels. By estimating a spatial autocorrelation coefficientwhile controlling for theoretically relevant variables and statefixed effects, this study finds evidence that states are sensitiveto the welfare policies of their competitors.

Promoting small business through public-sector technology transfer

It is generally concluded that small businesses are the most effective institutional mechanism for the execution of technological innovation in the United States. Federal legislation provides for special considerations to be rendered to small businesses when public-sector technology is to be transferred to the private sector. Nevertheless, the activities of many federal laboratories lag in the transfer of technology to small businesses relative to large businesses. This paper examines the reasons for the current low level of interaction between federal laboratories and small businesses including the constraints typically encountered in working with small businesses. Recommendations are made to enhance the lab/small-business relationship. Finally, a sample program at Sandia National Laboratory for assistance to small businesses is described.     

U.S. State Budget Directors: Characteristics, Experience, and Attitudes

Much literature exists on state government budgeting, but until now, none existed on state budget directors. This article reports on a survey of these individuals. Their ages, genders, race, education, and work experience are reported. Their work week is discussed in terms of number of hours worked and interactions with their staff, the governor, and the legislature. Attitudes about the job and about their personal lives as related to their jobs are discussed. Their plans for when they leave office are considered. The characteristics and attitudes of the directors are compared with data about their respective states in search of possible linkages.
