Abstract This article identifies and develops themes in changes in the governance and governing of schools in England in the last 40 years. The themes are: the drive to improve school performance and pupil attainment; the depoliticisation of school governing; the development of school governing as managerial scrutiny; the growth in the influence of Ofsted; the increasing diversity of institutional forms and governing structures; the increasingly conflicting roles of school governing bodies; the development of the role of the head teacher in governance; the overall decline in the influence of the local authority in school governing and governance; the changing influences on the stakeholder model; and changes in the nature of governing, effectiveness and future prospects. The analysis draws on recent research reports and relevant statutes, policies and guidance. Two main arguments develop. First, a tension is at work in the system generally between (peripheral/school) autonomy and (central/government) control and direction, which has significant implications for the role of the local authority. Second, the stakeholder involvement and democratic accountability purposes of school governing have shifted towards an explicit purpose of improving institutional performance, which is configured in a relatively narrow way. The best predictor of future misbehavior is a history of aberrant and wayward conduct. Even so, few theories attempt to account
for time-stable maladaptive pathways. To this end, we advance a theory of stability, what we term Coherence Theory. Coherence
Theory conceptualizes stability as an emergent property that occurs when antisocial dispositions, social consequences, and
misconduct coalesce within an individual. In this sense, misconduct is viewed as only one component of a larger, overarching
and multi-faceted emergent construct we label as “concentrated personal disadvantage.” When these three components coalesce
within an individual, temporal stability in maladaptive pathways should be expected. Using nationally representative, longitudinal
data from the National Survey of Children, we test specific hypotheses derived from our theory. This study makes use of the
first and second waves of survey data (N wave 1 = 2,301; N wave 2 = 1,423). The sample overall was 51% male and 52% white.
Our analyses provide tentative support for the proposed theory. Concentrated personal disadvantage was found to emerge when
the identified constellation of variables coalesced in individuals, and was found to be relatively stable over a 5 year period
for males and females. Coherence Theory challenges traditional theories on the stability of antisocial pathways, offers specific
conditions under which high levels of stability are likely, and explains why disruption off of antisocial pathways is so difficult. 相似文献

Data were obtained from the National Longitudinal Study of Adolescent Health to examine the longitudinal association between
Asian and Pacific Islander (API) adolescents’ perceptions of maternal approval of their sexual activity and contraception
use, and four sexual outcomes during young adulthood. The study includes a nationally representative sample of 1,195 API adolescents.
Logistic regression analyses were used to estimate the associations between predictors (Wave I) and outcomes (Wave III), controlling
for covariates. API adolescents who perceived that their mothers approved of their sexual activities were more likely to have
engaged in sex before age 15, contracted HIV/Sexually Transmitted Diseases, had multiple sex partners, and paid money for
sex during young adulthood. Findings highlight the need for parent–adolescent communication and parental involvement in preventing
negative sexual health outcomes among API adolescents transitioning to young adulthood.

AbstractThis article explores partnerships between faith groups and government-funded immigrant settlement services. It does so by reporting on perspectives of community stakeholders through a survey across four communities in Ontario, Canada. Survey results demonstrate that the existence, benefits, and challenges of faith and settlement partnerships are recognized by settlement workers, faith leaders, and other stakeholders. Yet the results also indicate that more could be done to strengthen partnerships so that they lead to better settlement outcomes. The article discusses five key actions for strengthening partnerships: sharing stories, exploring differences, enabling a cultural shift, conducting advocacy, and formalizing partnerships. 相似文献

ABSTRACTTranslational policing science must begin with explicitly communicated research aims and a shared vision for promoting safety. For researchers to approach police departments without first considering the concerns held by officers and their departments at large, is unethical, unproductive, and undermines efforts to secure longstanding mutually useful researcher-practitioner partnerships. In presenting a case study analysis of the multi-method National Justice Database’s recruitment practices, this article highlights some of the challenges that emerge when articulating study aims that hold relevance for public safety; defining theoretically- and solution-oriented research questions; administrative police data collection, analysis, and dissemination; and bolstering human research subject protection protocols for sworn officers who may be justifiably reluctant to participate in social science research endeavors. Implications for ethical policing research practice, fostering collaborative researcher-practitioner partnerships, and leveraging the benefits of data science are also discussed. 相似文献

ABSTRACTThis article proposes that the study of Indian foreign policy and Foreign Policy Analysis (FPA) offers a “win-win situation” for scholarship. On the one hand, this bridge-building exercise leads to a better understanding of the making and substance of Indian foreign policy. On the other hand, it advances FPA in both theoretical and empirical terms, thus contributing to overcoming FPA’s US/Western bias and to decentering the field more generally. Framing the argument in terms of levels of analysis, we offer specific contributions to the understanding of foreign policy in areas such as leadership traits, poliheuristic theory, coalition politics, and state-society influences. Moreover, this line of research suggests the contours of a new comparative foreign policy agenda which could emerge from this examination of Indian foreign policy. 相似文献
