From Convergence to Divergence: Reforming Australian Local Government

The article maps local government reform in the six Australian states over the last decade. It identifies an earlier phase of reform that focused primarily on redefining the roles and relationships within local government, especially between state and local governments, principally through the reform of the state local government Acts. As state reform agendas have shifted more to focus on managerial improvement, significant differences between local government reforms between states have emerged, in focus, process and outcomes. These differences are such that the role of local government itself has been refocused in several states away from the traditional local democracy values that have for so long underpinned this third sphere of government.

‘Three Chinas’ and international organizations after 1997

This article analyzes the effects of the transfer of Hong Kong's sovereignty to China in 1997 on the participation of Hong Kong and Taiwan in international organizations. It identifies the conditions under which China tolerates co‐existence with Taiwan as members of eleven intergovernmental organizations as of 1996. It concludes with two observations: one, international organizations are not monolithic entities; two, although China has overwhelming influence over Hong Kong's participation in these organizations, it depends also on how the Hong Kong Special Administrative Region government is going to manage its relations with China.     

Left on the Shelf: Local Government and the Australian Constitution

When the Australian Constitution was first written, those framing it did not include specific reference to local government. The authors have examined the federation conventions, papers and formal discussions of the 1890s and noted the little prominence given to the case for including local government in the Australian Constitution. It appears that the leaders of the federation movement did not deliberately exclude local government; rather, there was little pressure to include local agendas and concerns, and few were willing to champion the case for the inclusion of local government.     

Depressive symptoms and coping strategies among Chinese adolescents in Hong Kong

Depressive symptoms and coping strategies of 161 Chinese adolescents were assessed and described using the Beck Depression Inventory (BDI) and the Ways of Coping Questionnaire (WCQ). Using the BDI cutoff scores of 9/10 and 29/30, respectively, over 64% of the adolescents would be in the depressed range, and 9% would be in the severely depressed range. For general depressive symptom level, Chinese adolescents appeared to have higher mean BDI score than U.S. adolescents and Chinese young adults. Their depressive symptom levels were found to relate to avoidant coping strategies as well as low self-es-teem and reduced social support. Implications for promoting adaptive coping, peer support network, and self-esteem enhancement were discussed.This study was supported in part by a Chinese University of Hong Kong UPGC direct grant for research.Received Ph.D. from the University of Western Ontario in 1978.
