A widespread view in political science is that minority cabinets govern more flexibly and inclusively, more in line with a median-oriented and 'consensual' vision of democracy. Yet there is only little empirical evidence for it. We study legislative coalition-building in the German state of North-Rhine-Westphalia, which was ruled by a minority government between 2010 and 2012. We compare the inclusiveness of legislative coalitions under minority and majority cabinets, based on 1028 laws passed in the 1985–2017 period, and analyze in detail the flexibility of legislative coalition formation under the minority government. Both quantitative analyses are complemented with brief case studies of specific legislation. We find, first, that the minority cabinet did not rule more inclusively. Second, the minority cabinet’s legislative flexibility was fairly limited; to the extent that it existed, it follows a pattern that cannot be explained on the basis of the standard spatial model with policy-seeking parties.  相似文献

Albert Hirschman's exit‐voice scheme provides a useful starting point for making sense of the East German revolution. Following Hirschman, it is argued that the conjunction of emigration and protest was key to the mass upheaval of 1989. Going beyond Hirschman, however, ‘exit’ is seen as relevant not only as the cumulative effect of individual emigration, but also as a political force in its own right. Different constellations between voice and exit groups then help to explain why the revolutionary upheaval originated not in East Berlin, but in Leipzig.  相似文献

The speed and scale of mobilization in many contemporary protest events may reflect a transformation of movement organizations toward looser ties with members, enabling broader mobilization through the mechanism of dense individual-level political networks. This analysis explores the dynamics of this communication process in the case of U.S. protests against the Iraq war in 2003. We hypothesize that individual activists closest to the various sponsoring protest organizations were (a) disproportionately likely to affiliate with diverse political networks and (b) disproportionately likely to rely on digital communication media (lists, Web sites) for various types of information and action purposes. We test this model using a sample of demonstrators drawn from the United States protest sites of New York, San Francisco, and Seattle and find support for our hypotheses.  相似文献

There are two ways that government activities influence private charitable giving: (1) government spending on the provision of public goods may cause crowding out of private charitable contributions; and (2) tax incentives may boost private charitable giving. From a sample of German income tax returns, we estimate the elasticity of charitable giving relative to tax incentives, income, and government spending. Using censored quantile regression analysis, we derive results for different points of the underlying distribution of charitable giving. Evaluating overall treasury efficiency, the tax deductibility of charitable donations fosters enough private giving to offset foregone tax revenues.  相似文献

Germany’s federalism imposes significant constraints on sub-national parties. They cannot enact their ambitious policy agenda as most legislative powers are concentrated at the federal level. This article demonstrates how sub-national parties use position-taking strategies to escape these constraints. By position-taking, parties try to induce regional voters and interest groups to judge them for what they stand for instead of blaming them for the policies they cannot deliver. This argument is illustrated empirically by analysing all 1,715 announcements of legislative initiatives in the Bundesrat in 562 electoral manifestos and coalition agreements that were published during all 92 regional elections since 1990 and all 1,619 Land bills from the period between 1972 and 2013. It is shown that regional parties and governments that are in opposition at the federal level announce and submit significantly more legislative initiatives that aim at changing federal policies.  相似文献

The current article presents a series of commentaries on urgent issues and prospects in reforming interrogation practices in Canada and the United States. Researchers and practitioners, who have devoted much of their careers to the field of police and intelligence interrogations, were asked to provide their insights on an area of interrogation research that they believe requires immediate attention. The submitted independent commentaries covered a variety of topics – from police recruitment, interrogation training, use of proper interrogation practices, and the treatment of confession evidence in court. Common concerns from the contributions pertained to the lag between scientific knowledge on interrogations and the application of such knowledge in the justice system, and the glaring disparity between the treatment of similar issues in the interrogation context versus other criminal justice contexts. A primary intent of this collection of commentaries is to serve as a resource pointing researchers in the direction of the fundamental areas that require immediate consideration and encouraging them to simultaneously pursue solutions to the overarching concerns that emerged from this project.  相似文献

The Dublin Docklands have become a key site for technology-friendly urban development in post-crisis Ireland. Local urban governance institutions have recommitted Dublin to the objective of ‘competitiveness’, enabling an expansion of the technology sector within a newly established Special Development Zone. We argue that this mantra of technology-friendly development is a new phase of neoliberal restructuring of Dublin’s economy. Using interviews, content analysis, and building on the ‘Silicon Docks’ as case site, findings show that, just as neoliberalism was rendered most visible by the crisis, these respective institutions reinvigorated neoliberal logics through an endorsement of the technology sector.  相似文献

In the twentieth century management consulting has become a transnational form of governing the firm. Seeking advice from consultancy is part of everyday corporate governance, having worked for a consultancy is a guarantee for sought after skills in once career and management concepts developed in consulting contexts are accepted as genuine management knowledge even in academic terms. This development is the outcome of a process of professionalizing management and management consulting, at the heart of which stands a discursive redefining of the firm and its governance. The discursive change of the field of management coincides with the transnationalization of the political field, a development that opens up a whole new bunch of possibilities for professional service firms such as management consultancies to engage in professionalization projects. As a result management consultancies have become decisive agents and a power of consecration in an increasingly autonomous field of management. The research is conducted by using an analytical framework that draws on Bourdieu’s heuristics on practice fields and his studies on the field of power as well as on Foucault’s concept of governmentality.  相似文献
