In a world that is increasingly dominated by literary hyperbole there can be no doubt that Bernard Crick's In Defence of Politics remains a classic text. Classic not just in the sense that it provides a masterly account of the essence, meaning and fragility of democratic politics but classic in the sense that it is written with a style, verve and passion that is rarely found within political science. If the test of pretensions to ‘a classic’ status is that a book defies the passage of time in terms of significance and argument then Crick's Defence would also make the grade for the simple fact that its arguments remain arguably far more important today than they were when they were first published exactly fifty years ago. This article reflects on the contemporary significance of Crick's Defence by defending politics against an updated set of adversaries in the form of: public expectations, marketisation, depoliticisation, the media, and crises before locating the book within the contours of current debates about public disengagement, the rise of ‘disaffected democrats’ and questions concerning the future and relevance of political science. 相似文献

Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. The nation's largest charter management organization is the Knowledge is Power Program (KIPP). KIPP schools are emblematic of the No Excuses approach to public education, a highly standardized and widely replicated charter model that features a long school day, an extended school year, selective teacher hiring, strict behavior norms, and emphasizes traditional reading and math skills. No Excuses charter schools are sometimes said to target relatively motivated high achievers at the expense of students who are more difficult to teach, including limited English proficiency (LEP) and special education (SPED) students, as well as students with low baseline achievement levels. We use applicant lotteries to evaluate the impact of KIPP Academy Lynn, a KIPP school in Lynn, Massachusetts that typifies the KIPP approach. Our analysis focuses on special needs students that may be underserved. The results show average achievement gains of 0.36 standard deviations in math and 0.12 standard deviations in reading for each year spent at KIPP Lynn, with the largest gains coming from the LEP, SPED, and low‐achievement groups. Average reading gains are driven almost entirely by SPED and LEP students, whose reading scores rise by roughly 0.35 standard deviations for each year spent at KIPP Lynn. 相似文献

Participation in legislative debates is among the most visible activities of members of parliament (MPs), yet debates remain an understudied form of legislative behavior. This study introduces a comparative theory of legislative speech with two major implications. First, party rules for debates are endogenous to strategic considerations and will favor either party leadership control or backbencher MP exposure. Second, in some systems, backbenchers will receive less time on the floor as their ideological distance to the party leadership increases. This leads to speeches that do not reflect true party cohesion. Where party reputation matters less for reelection, leaders allow dissidents to express their views on the floor. We demonstrate the implications of our model for different political systems and present evidence using speech data from Germany and the United Kingdom. 相似文献

Spectral analysis and ARMA models have been the most common weapons of choice for the detection of cycles in political time series. Controversies about cycles, however, tend to revolve around an issue that both techniques are badly equipped to address: the possibility of irregular cycles without fixed periodicity throughout the entire time series. This has led to two main consequences. On the one hand, proponents of cyclical theories have often dismissed established statistical techniques. On the other hand, proponents of established techniques have dismissed the possibility of cycles without fixed periodicity. Wavelets allow the detection of transient and coexisting cycles and structural breaks in periodicity. In this article, we present the tools of wavelet analysis and apply them to the study of two lingering puzzles in the political science literature: the existence of cycles in election returns in the United States and in the severity of major power wars. 相似文献

In a context where clientelism is widespread, why do some politicians choose not to condition the delivery of goods and services to citizens on individual political behavior? I argue that the answer to this question lies in the heretofore unexamined electoral costs of clientelism: clientelism decreases support from nonpoor constituents even while it generates votes from among the poor. Taking into account these costs and other factors that shape politician incentives, I posit that the interaction between political competition and poverty will explain variation in clientelism. I test this claim using an original measure of clientelism that assesses mayoral involvement in social policy implementation in Argentine municipalities. The results of statistical analysis suggest that high levels of political competition are compatible with clientelism when poverty is also high. Only when high competition is coupled with low rates of poverty does clientelism decline. 相似文献

In both social and political matters, individuals trust those they believe will treat them fairly. Individuals in democracies have little objection to abiding by policies instituted by parties they did not vote for because the system by which the parliament is formed is considered fair. However, even among democracies, some electoral systems are fairer than others. It stands to reason that trust in parliament is affected by the perceived fairness of the electoral system. This research demonstrates that actual or perceived provision of voice in parliamentary representation does increase individual trust in parliament. Systems designed with the intent to provide fair representation and those that provide the illusion of fair representation produce higher levels of trust in parliament. 相似文献

Do non-fixed election dates in Westminster parliamentary democracies create an unfair incumbent advantage? The consensus in the literature is that the incumbent party can gain an advantage at the ballot box by controlling election timing (Bakvis, 2001; Docherty, 2010; Smith, 2004; White, 2005; Wolinetz, 2005). Surprisingly, however, there is a lack of empirical evidence to support this claim. We address this lacuna by providing an empirical test of whether the election-timing power matters for incumbent vote support. We do so by employing an innovative web-based voting experiment. Our findings show that the government does gain an advantage by timing an election when it is to their advantage, but the context is limited to conditions where the election follows immediately after a heightened level of positive government coverage. 相似文献

In this paper we argue that parties shape their supporters’ views about the political system via the messages they communicate about the desirability of the political system. Moreover, we contend that the effectiveness of such communication varies considerably across generations. Combining data from election surveys collected in 15 democracies as part of the Comparative Study of Electoral Systems (CSES) project with data on the policy positions of 116 political parties collected by the Comparative Manifestos Project, we find that supporters of parties that express positive positions toward the political system report systematically higher levels of political legitimacy than supporters of parties that communicate negative views. Moreover, this communication is particularly effective among older party identifiers whose partisan identification tends to be more pronounced. Taken together, these findings suggest that political parties play an active role in shaping citizens’ views of the political system but their success in mobilizing consent among citizens in contemporary democracies may weaken with partisan de-alignment and generational change. 相似文献
