Difficulties can arise when screening dark casework items for blood, a poor contrast between blood and the background can mean stains are not always evident. Typical indirect searching methods can be time consuming and may result in potentially important bloodstains being missed. Luminol, fluorescein, hydrogen peroxide, ultraviolet light and infrared photography were tested in an effort to find a rapid and efficient blood search tool for direct application to dark surfaces. Methods were compared in their sensitivity, specificity, ability to work on various surface types and their effect on DNA extraction and typing. Along with experimental results, the ease of use, costs and the health and safety considerations were also compared. Hydrogen peroxide was determined to be the most effective method. However, where blood was likely to be dilute, luminol was proposed due its greater sensitivity.  相似文献

Abstract

This article explores to what extent to local pro-reform actors matter in Indonesia through the prism of anti-corruption campaigns in the country's regions. I argue that the rash of anti-corruption campaigns and related trials involving legislative members, especially from mid-2004 onward, can be attributed neither to the resources lavished on anti-corruption organizations based in Jakarta, nor to the popularity of President Yudhoyono's anti-corruption rhetoric. Instead, it can be traced to a particular anti-corruption campaign that began in earnest in 2002 in Padang, West Sumatra. Using a multi-dimensional approach, a small group of activists relentlessly pursued their newly elected provincial legislators to be accountable to their democratic mandates and as important, to respect the rule of law pursuant to new national anti-corruption legislation. The guilty verdicts of May 2004 galvanized similar groups across the country to investigate their respective legislative bodies. This exemplary case of societal accountability also demonstrated the leverage activists can gain over local politicians when they forge coalitions with other elite actors, especially those in Jakarta. I further explore two anti-corruption cases in the province of West Kalimantan to place post-Padang developments in their proper perspective. If hopes were raised that regional anti-corruption movements–based on the Padang model–might accomplish more than sensational trials but help consolidate democracy at the regional level by holding elected officials accountable, these two examples show how fleeting these expectations might be. The trials that took place but which produced no convictions resulted from the fallout of local political tussles, and not from local civil society organizations galvanized by the ideals of transparency and good governance.  相似文献

Longitudinal data on household living standards open the way to a deeper analysis of the nature and extent of poverty. While a number of studies have exploited this type of data to distinguish transitory from more chronic forms of income or expenditure poverty, this paper develops an asset-based approach to poverty analysis that makes it possible to distinguish deep-rooted, persistent structural poverty from poverty that passes naturally with time due to systemic growth processes. Drawing on the economic theory of poverty traps and bifurcated accumulation strategies, this paper briefly discusses some feasible estimation strategies for empirically identifying poverty traps and long-term, persistent structural poverty, as well as relevant extensions of the popular Foster-Greer-Thorbecke class of poverty measures. The paper closes with reflections on how asset-based poverty can be used to underwrite the design of persistent poverty reduction strategies.  相似文献

Raman spectroscopy has found increased use in the forensic controlled substances laboratory in recent years due to its rapid and nondestructive analysis capabilities. Here, Raman spectroscopy as a screening test for methamphetamine in clandestine laboratory liquid samples is discussed as a way to improve the efficiency of a laboratory by identifying the most probative samples for further workup among multiple samples submitted for analysis. Solutions of methamphetamine in ethanol, diethyl ether, and Coleman fuel were prepared in concentrations ranging from 0.5% to 10% w/v, and Raman spectra of each were collected. A concentration‐dependant Raman peak was observed at 1003 per cm in each solution in 4% w/v and greater solutions. Case samples were analyzed and also found to reliably contain this diagnostic peak when methamphetamine was present. The use of this diagnostic indicator can save the forensic controlled substances laboratory time and materials when analyzing clandestine laboratory liquid submissions.  相似文献

Many studies have focused on the relationship between political information and the use of ideology. Here, we argue that two “evaluative motivations”—general investment of the self in politics and extremity of partisanship—serve as moderators of this relationship. Specifically, we use data from two recent national surveys to test whether the possession of information is more strongly associated with a tendency to approach politics in an ideological fashion among individuals high in both types of evaluative motivation. Results supported this hypothesis, revealing that information was more strongly associated with ideological constraint and with a tendency to give polarized evaluations of conservatives and liberals among those who highly invest the self in politics and those with more extreme partisanship. As such, this study suggests that information and involvement interact to shape the use of ideology.  相似文献
