The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively
assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan
(subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized
groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation”
refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments
that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions
such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making
spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions
to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation
to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities
for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational
contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting
capacity for managing conflict.

This article focuses on whether the provision of 'objectively' correct information to voters about where parties stand on an issue affects their placement of the parties, and ultimately their own position, on that issue. Classic theories of how mass publics make voting decisions assume that voters are able relatively accurately to place themselves and the parties on various issue dimensions. While these assumptions have been challenged, it is generally assumed that the provision of new information makes voters' placements more informed. We explicitly test this idea using a survey experiment focusing on one political issue – European integration. In the experiment, all respondents were twice asked to place the three main British parties and themselves on a bipolar scale of European integration. This was done towards the beginning, and then at the end of the survey. Most respondents were also given information on the 'informed' positions of the parties, derived from expert survey placement. Our analyses indicate that individuals' placements did change, and the tendency was related to both political sophistication and the inherent difficulty of placing the party. Only less sophisticated voters updated their placements, and these changes are concentrated on the placement of the Labour party, where the elite stance on Europe has been more conflicted. For all respondents we do not detect any corresponding changes in self-placement that would be congruent with 'cueing' effects. 相似文献

Many scholars argue that citizens with higher levels of political trust are more likely to grant bureaucratic discretion to public administrators than citizens with lower levels of trust. Trust, therefore, can relieve the tension between managerial flexibility and political accountability in the modern administrative state. Unfortunately, there is little empirical evidence showing that trust is actually associated with citizens' willingness to cede policy-making power to government. This article tests theories about political trust and citizen competence using the case of zoning. Trust in local government is found to be an important predictor of support for zoning, but trust in state government and trust in national government have no effect. These findings suggest that trust affects policy choice and helps determine how much power citizens grant to local administrators. 相似文献

Gordon Tullock’s The Politics of Bureaucracy must be considered one of the most important works on bureaucracy ever written. In this paper, I argue that Tullock’s analysis of bureaucracy is as relevant as ever. To support this claim, I focus on U.S.-led reconstruction efforts which attempt to export liberal democracy via military occupation. Bureaucratic organizations play a key role in these reconstruction efforts and as such, Tullock’s analysis is directly relevant. It is argued that Tullock’s study clarifies not just the limits of bureaucratic activity, but also the importance of spontaneous orders for coordinating activities outside those limits and generating the very institutional context in which liberal democracy can evolve and sustain. The main conclusion is that the nature of public bureaucracy constrains the ability of the United States to exogenously impose liberal democratic institutions in foreign countries for the very reasons Tullock emphasized long ago. 相似文献

This article contains an examination of the way in which the largely British model of professional comprehensive housing management became important in Hong Kong. It shows how a comparatively small number of pioneers, mainly women who were followers of the principles of Octavia Hill, a philanthropic social reformer who developed her ideas in 19th century London, had a considerable influence in the very different environment of Hong Kong. An examination of the comparatively small amount of literature on the housing management profession is followed by a detailed analysis of the way in which the housing management profession has developed in Hong Kong. A review of the origin of public housing programmes in Hong Kong highlights the influence which housing professionals had when the housing administration was radically restructured at the time of the formation of the Hong Kong Housing Authority in the early 1970s. 相似文献

Since the end of the Cold War, there has been a marked increase in the sale of military services by private security companies (PSCs).1 These companies sell anything from combat support for government military operations to military training and assistance, logistical support and more conventional security protection services. They have undertaken operations in countries as diverse as Sierra Leone, Croatia, and Columbia and now Iraq and Afghanistan. The presence of these companies on the international stage raises fundamental questions about the way war is now being fought. Unfortunately, the legal issues raised by their presence in conflicts have not yet been properly addressed. This article sets out to examine the suitability of international law in defining and controlling the activities of PSCs on the battlefield. It then goes on to discuss the problems associated with national regulation. From within an organizational strain perspective, this paper examines the effects of managerial succession, CEO background, decentralized management, and product dominant strategies on the reported corporate antitrust offending levels of 43 basic manufacturing companies over a 22-year period. In the aggregate, findings suggest that past illegal involvement predicts future offending; companies headed by finance and administrative CEOs have higher offending levels than do firms headed by CEOs from other backgrounds; a turnover in top management generally decreases offending levels; the pursuit of product dominant strategies increases the number of anticompetitive acts; and offending levels are unrelated to whether new leaders are recruited from within or outside the firm, whether the CEO is also Chair of the Board of Directors, or whether management is centralized or decentralized. Traditional forensic soil comparisons are performed via physical and/or chemical examinations of color, texture, and mineral content, leaving any organic- or water-soluble fractions unexamined. This study uses high-performance liquid chromatography (HPLC) and ion chromatography (IC) to assess the qualitative and quantitative variation in these fractions of soil. Soil samples (n=120) were collected over the course of 3 weeks from urban, suburban, and rural locations in and around Lansing, MI. Additional samples from six of these locations (two urban, two suburban, and two rural) were collected once a week for 10 weeks for temporal analysis. Nine additional samples, equally spaced over a 1 m(2) grid, from these same six locations were collected for spatial analyses. Qualitative and quantitative analysis of the resultant chromatograms separated the 120 samples into 10 groups by HPLC and 23 groups by IC. This study shows that using HPLC and IC to analyze the organic- and water-soluble fractions of soil can successfully discriminate samples. Quantitative analysis of the results eliminates some false inclusions by providing further differentiation of samples. The results of this study indicate that adding HPLC and IC analyses to traditional forensic soil analysis schemes can improve overall sample differentiation. The methods used in this study were also able to detect both qualitative and quantitative variations in soil over a relatively small geographic area. This demonstration of soil heterogeneity underscores the importance of the collection of a representative known sample population when assessing a forensic soil comparison. Significant temporal variation was also demonstrated over the course of 10 weeks of sampling; however, samples were found to be consistent over shorter periods of time. Baseline levels of inorganic anions were determined via IC; these levels may be useful in assessing the significance of anions detected in soil from cases involving low explosives. 相似文献

Offender assessment and classification is becoming an increasingly important part of correctional supervision and intervention. Over the last several decades, several different methods and “generations” of offender classification have emerged. Of most value appear to be third-generation, actuarial, dynamic risk/need assessments. With any new correctional strategy, however, there is a need to investigate the use of these risk/need assessments on offender subgroups in order to inform issues, such as reliability and prevalence of criminogenic risk factors. The present study utilized data that were gathered using the Level of Service Inventory-Revised (LSI-R). Results and comparisons of these assessments were investigated and presented for Native American and non-Native American offenders as well as male and female offenders. Discussion of the results, implications, and recommendations for further research are presented. 相似文献
