From Family Values to Religious Freedom: Conservative Discourse and the Politics of Gay Rights

On the issue of gay rights, today’s social conservatives are more likely to describe their opposition as a matter of religious freedom or personal conscience as opposed to a belief that gays and lesbians represent an existential threat to the traditional family. But how new is this contemporary argument, and how different is it from the family values politics of the previous era? This article develops what Victoria Hattam and Joseph Lowndes call “associative chains” from two important moments in anti-gay politics: Anita Bryant’s Save Our Children campaign and Kim Davis’s decision to not issue gay marriage licenses in Rowan County, KY. On one level, these moments reveal competing roles of the state in the lives of its citizens. Family values politics authorized an interventionist state for the protection of children, while religious freedom defenders promote a zone of personal conscience impervious to the state. On another level, however, these moments reveal the mutability of social conservative opposition to gay rights. Calls for protecting religious freedom preserve a heterosexism derived from antecedent family values politics. The novelty of religious freedom as a defense for homophobia obscures a persistent social conservative commitment to using the state to enshrine the heteronuclear family.     

Building on the Greenbook: A Perpetrator Pattern‐Based Approach to Improve Child Welfare’s Response to Domestic Violence

The Greenbook Initiative has acted as a catalyst for change across the United States and globe. In this article, the authors discuss how the Greenbook has shaped the environment related to perpetrator accountability in child welfare, how a paradigm shift in work with fathers can advance domestic violence‐informed practice, and how a perpetrator pattern‐based approach, as exemplified by the Safe & Together Model, can help advance the vision of the Greenbook.     

Innovation,voice, and hierarchy in the public sector: Evidence from Ghana's civil service

Research on innovation in government often focuses on ideas introduced by senior leaders or managers, but ideas from public servants themselves are an important and underexplored channel for improving performance in government bureaucracies. We provide new evidence on the potential for bottom‐up work process innovation, using data from 744 individual and team innovation plans and 51 qualitative interviews in Ghana's civil service. In contrast to common negative stereotypes of developing country bureaucrats, most officials do have meaningful ideas for improving performance. However, the overwhelming constraint to voicing these ideas is hostility by supervisors to new ideas from their subordinates. We argue that this anecdotally common yet understudied behavior is consistent with theories of psychological attachment to hierarchy rather than alternative theories rooted in material, structural, or cultural resistance to employee voice and innovation. We discuss implications for bottom‐up work process innovation in government and interventions to promote it.     

A Tale of Two Inquiries: Sans Everything and Ely

The government acknowledged scandalously poor care of long‐stay patients in National Health Service (NHS) hospitals in 1969. This followed the Ely Hospital inquiry, which emerged in the aftermath of revelations of abuse at seven hospitals described in Barbara Robb's book Sans Everything: A Case to Answer (1967). Allegations in Sans Everything and at Ely were similar. However, the inquiry committees which investigated, ‘disproved’ those in Sans Everything and upheld those at Ely. The Ely inquiry became pivotal to NHS policy reform for long‐stay mental illness and mental handicap hospitals, and for giving patients and their families a greater voice if they had concerns about inadequacies. This paper explains the relationship between Sans Everything and ‘Ely’ and analyses the impact of Robb's work—her high‐profile press campaign, networking, and determination to achieve improvement—which triggered revelations at Ely and elsewhere, and helped shape the course and constructive outcome of the Ely inquiry.     

Harnessing the Power of Data to Improve Family Justice: A New Nuffield Family Justice Observatory For England and Wales

A pilot Family Justice Observatory for England and Wales is being launched in Spring 2019. Its overarching aim is to address concerns about the limited and uncertain place of empirical evidence in the family justice system. The Observatory will focus on providing intelligence about how the system is working, especially through the accelerated use of electronic population level data on family justice cases. Drawing on collaborative relationships between data providers and users, as well as policy and practice colleagues, the Observatory will improve collective understanding of the needs of children and families and how they are met by the family justice system.

Invited Commentary: Fostering Resilience Among Native American Youth Through Therapeutic Intervention

This article offers a comprehensive overview and understanding of the needs of Native American Youth for researchers, educators, and practitioners based on current research and practice. Strengths and protective factors are discussed in terms of Native strengths in context, the strengths and resilience of Native ways, Indigenous ways of knowing, the relationship between cultural identity and the tribal nation, the importance of family, the roles of the wisdom keepers, spiritual ways, and communication styles. Contextual influences are explored in terms of the relationship between history and healing from intergenerational grief and trauma, the influence of acculturation, as well as current social, economic, and political issues that affect Native youth. Implications for research and therapeutic intervention are explored in terms of healing from historical trauma and oppression. The authors offer an overview of common presenting issues and recommendations, practical tribally-specific interventions, and reflections on what it means to work from a social justice and client/community advocacy perspective with a focus on providing effective therapeutic, culturally-based interventions with Native children and adolescents that promote resilience and foster positive development with this population.
