Two Steps Forward,One Step Back: Merkel's CDU/CSU and the Politics of Welfare State Reform

Given its traditional support for conservative welfare state policies, the Christian Democratic Union's embrace of major reform measures in late 2003 seemingly marked a significant shift in the party's direction. The extent of its commitment to this new course became a key question in German politics during the election of 2005 and the early phase of Angela Merkel's Grand Coalition. This article examines the factors that contributed to her CDU's embrace of welfare state retrenchment in light of the literature on the politics of social policy reform. It argues that this shift in party policy was driven mainly by calculations of perceived partisan opportunity and organisational latitude. When the latter appeared to change, the consensus on major reform within the CDU crumbled, which in turn affected the party's 2005 campaign and its role in the Grand Coalition government.     

Ethics in Criminal Justice: John Dewey Revisited

John Dewey has much to say to contemporary criminal justice educational strategies, particularly in respect to broadening the curriculum to include exposure to the humanities, values exploration, and moral decision-making. The case study method, coupled with Socratic teaching use of varied materials from the humanities, can approach an optimal learning experience within the Dewayan model. This educational model is offered in response to the calls for sensitive, holistic criminal justice practitioners in the modern age.

New evidence on the relationship between democracy and economic growth

It is often maintained that democracy is a luxury which comes at a price in terms of subsequent slower increases in national living standards. However, various recent cross-section studies on economic growth have found evidence that lack of civil and political liberties is negatively correlated with economic growth. Using a new measure of democracy, which is based upon the number of years that a country can be regarded as a democracy, the robustness of this relationship is examined. Both direct and indirect effects of lack of democratic liberties are analysed. Our main conclusion is that the relationship between democracy and economic growth is not rubust.     

Forensic dermatopathology and internal disease

The gross and microscopic analysis of skin lesions at autopsy can help the pathologist understand diseases and injuries inflicted premortem, perimortem, or postmortem. From January 2003 to January 2004, skin findings at autopsy were closely examined by a dermatologist and sampled for microscopic analysis at the Southwestern Institute of Forensic Sciences. Dermatologic abnormalities in some of these cases led to the discovery of internal disease and allowed for a more complete understanding of the pathologic disease processes affecting the individual. We present four autopsy cases with skin manifestations of internal disease, including pseudoxanthoma elasticum, calciphylaxis, the sign of Leser Trelat, and papular mucinosis, and demonstrate the usefulness of the dermatological assessment at autopsy. In all cases, discovery of these skin lesions and internal disease manifestations allowed contributing factors to the death of the individual to be uncovered.     

The Political Geography of Distributive Politics

Distributive politics plays an integral role in theories of legislative politics because it represents a fundamental aspect of legislators' electoral connection to constituents. We argue that because distributive politics is at its core a constituency‐centered process, it is essential to take geography into account in both substantive and statistical terms. Our analysis, which employs Geographic Weighted Regression, reveals substantial spatial heterogeneity in traditional models of pork‐barreling. The results challenge the implicit assumption that one size fits all when modeling the behavior of members of Congress in the realm of distributive politics.
