The role of social structure for governing natural resources in decentralized political systems: Insights from governing a fishery in Indonesia

This empirical research investigates whether distinct network configurations between actors facilitate or impede successful local natural resource governance in decentralized political systems. Network analysis is applied to disentangle the interaction between actors involved in a decentralized fishery governance system in Indonesia from a polycentric perspective. Using an embedded network case study design, the study examines whether common interaction patterns are observed in local study sites with more successful governance outcomes compared to study sites with less successful outcomes. Three common patterns are identified: (i) higher frequency of interaction of local actors, and (ii) stronger activity of local non‐governmental actors in the polycentric governance network are found in the sites with more successful outcomes. Furthermore, the results show (iii) a higher centralization of the local governance networks with rent‐seeking actors in strong brokerage positions where highly unsustainable resource use prevails. This points to the existence of a ‘dark side’ of brokerage.     

Hospital rate regulation: American and foreign comparisons

Rate regulation in the United States usually is inspired by widespread indignant pressures to protect the public against venal exploitation. Rate regulation of American hospitals does not ride such a wave of outrage but is motivated by the need to restrain Medicaid spending and insurance premium increases in some states. Hospital rate regulation in America lacks strong political support, makes many politically prudent concessions to hospitals, and is often threatened by repeal. Since Americans distrust regulators and since individual scrutiny of so many hospitals is burdensome and contentious, they often seek automatic formulae that will produce equitable results by rational calculation. In contrast, rate regulation in Europe is a method of refereeing between hospitals and alert third parties. Hospitals' prospective budgets are always scrutinized by regulators. Guidelines are transmitted by government to link public policy to hospital payment, and the regulators apply the guidelines to each hospital's individual situation. The system results in less contention and more stability in European than in American regulation. Certain features of European hospital practice have kept hospital costs high, but the regulators are now reducing annual increases in costs below America's. In order to reduce cost increases further, Europe is moving toward global budgeting and public grants of hospitals' operating costs, instead of regulation of unit rates. However, regulators may still be essential to scrutinize hospital prospective budgets and to investigate the merits of the claims by individual establishments.     

The Treatment of Foreign Terror Suspects

Following the bombings in London of July 2005, the Prime Minister, Tony Blair warned that 'the rules of the game are changing'. The proposed changes have primarily related to foreign suspects of terrorism and engage rules relating to asylum, deportation and nationality. The Terrorism Act 2006 and the Immigration, Asylum and Nationality Act 2006, which give effect to the proposals, are examined and analysed with reference to the policy choices in regard to counter-terrorism strategy, to the weighting of rights against policy, and to choices between rights, including the treatment of absolute rights.     

‘Male sexual politics and men's gender practice’

The responses to feminism and women's liberation, which men make when we define ourselves as ‘supportive’ of women's demands, are problematic. There continues to be debate within gender politics around the polarization ‘men's liberation’ and ‘men against sexism’, and critiques made from within various feminist understandings of, in particular, ‘men's liberationist’ preoccupations. The assumptions and contitutuent practices within the discourse of men's sexual politics in general are described and analyzed, rather than such debates reproduced. The assumption of ‘the sexual’ which men bring to our politics, and how our sexual politics is defined through these assumptions, is opened up. In particular, men's sexual politics seems precisely ‘male sexual politics’, in that it is defined through masculinist understanding of the sexual. Men's sexual politics is also male sexual politics, and our assumptions about the political, including the attempt to live from theory to action, are also instrumental in the ‘how’ of men's sexual politics.

‘A reach greater than the grasp’: Israeli intelligence and the conflict in south Lebanon 1990–2000

This article examines the way in which intelligence was used by Israel in its war against Hizb'allah in south Lebanon. By using ideas drawn from the literature on strategic culture, it argues that in trying to replicate methods used in countering Palestinian insurgents, Israel's intelligence agencies failed to appreciate fully the finite political aims of Hizb'allah's guerrilla struggle. As such, the paucity in Israel's collective intelligence effort allowed operatives of Hizb'allah's military wing, al-Muqawama, to score notable intelligence triumphs over Israel, triumphs that did much force the IDF into a unilateral withdrawal from south Lebanon in May 2000.
