When implementing a transformational global vision and mission, three problems typically confront international NGOs: aligning different levels of planning and strategy; balancing global analysis and priorities against local realities; and identifying measures that both indicate progress and promote and encourage innovation. This article reports on the efforts of CARE International's Latin America Regional Management Unit to address these problems by introducing 'reversals' to common strategic planning principles and processes. It shows middle managers in NGOs how they can lead 'from the middle', and considers 'the region' to be the nexus enabling an organisation to change and learn across multiple hierarchical levels.  相似文献

Case-control designs, in which subjects are selected conditionally on the value of a dependent variable, are well suited for research in criminology. For many research issues, case-control studies should be preferred over cohort studies because they can provide estimates of the same parameters, with equal standard errors, for less cost. This paper describes the case-control design and some of the problems that arise in interpreting them. An approach to analysis and interpretation that has developed in epidemiology is presented.  相似文献

Globalisation, in both the popular and academic vernacular, is presented as a non-negotiable external economic constraint, which must simply be accommodated. Consequently, it is a process whose content, nature and consequences are not amenable--either in practice or in principle--to political, far less democratic, deliberation. It is not at all surprising, then, that the invocation of globalisation should be associated with the logic of economic compulsion and the absence of political choice. This paper argues that the perception of the non-negotiable character of globalisation is both misleading and, at the same time, intimately connected to its depiction as a causal 'process without a subject'. For it is only by failing to specify the mechanisms of complex change, in which agents are necessarily implicated, that generic and agentless processes such as globalisation acquire their necessitarian, non-negotiable and apolitical character. Restoring subjects to the process of globalisation and assessing the extent to which their behaviour is informed by constructions of globalisation are urgent challenges for critical political analysts. They are crucial to the broader task of demystifying globalisation, of holding it open to democratic political scrutiny and, in so doing, of challenging its perceived logic of no alternative. If we are to do this, we must develop an account of globalisation capable of acknowledging and incorporating a dynamic understanding of the relationship between conduct and context, and the material and the ideational. In short, if the character, content and consequences of the process of globalisation are to be held to account, we must first restore agents to this process without a subject and politics to this logic of economic compulsion.  相似文献

Abstract: For some cases of policy innovation, traditional models of the policy process based on assumptions of power and conflict are not helpful guides. This article suggests that it is often just as important to understand the pattern of learning or lesson-drawing that takes place during policy development. With reference to the formation of Canadian privacy policy, as expressed in the Privacy Act of 1982, it is demonstrated that the lessons drawn from the experience of other countries' legislative attempts to protect personal data were instrumental in shaping a Canadian policy. Lessons about the principles of data protection, the exemptions to those principles, and the policy instrument to implement them were drawn at critical stages from American, and other, experience. The fact that some lessons were drawn and not others, from some countries and not others, helps us understand why Canadian privacy policy is as it is today. The article concludes by noting the conditions for lesson-drawing across boundaries to influence policy: a basic consensus on goals; a low salience in public opinion; a dominant role for bureaucrats; a high degree of innovation; and the existence of exemplars. The timing, then, of foreign privacy laws was crucial, highlighting the importance of studying public policy in both comparative and historical perspectives. Sommaire: Dans certains cas d'innovation politique, les modéles classiques d'étude du processus politique fondés sur des hypotheses de pouvoir et de conflit ne constituent pas de bons guides. Cet article montre qu'il est souvent aussi important de comprendre dans quelle mesure on a tiré parti des lecons étrangéres au cours de I'élaboration d'une politique. Faisant référence à la formation de la politique canadienne de la vie privée, exprimée par le biais de la Loi de 1982 sur la vie privée, il démontre que I'expérience des tentatives législatives d'autres pays pour protéger les informations personnelles ont eu un rôle prédominant dans I'élaboration de la politique canadienne. À des moments cruciaux, on a tiré de I'expérience américaine et de celle d'autres pays des lecons sur les principes de protection de I'information, sur les exceptions à ces principes et sur les moyens de mettre ces derniéres en oeuvre. Le fait qu'on ait, de façon sélective, tiré certaines leçons de certains pays, nous aide à comprendre pourquoi la politique canadienne sur la vie privée est ce qu'elle est aujourd'hui. En conclusion, I'auteur décrit les conditions dans lesquelles les renseignements puisés d'autres pays sont susceptibles de contribuer à la politique nationale: un consensus fondamental sur les objectifs rechercheés, peu de préoccupations pour le sujet dans I'opinion publique, un rô1e prépondérant pour les bureaucrates, un degréélevé d'innovation et I'existence d'exemples concrets. De même, le moment ou les lois sur la vie privée d'autres pays ont été adoptées s'est avéré important, ce qui démontre I'importance d'étudier les politiques publiques dans une perspective comparative aussi bien qu'historique.  相似文献

Since 1994, the United States Air Force has undertaken two major reviews of its long–range corporate strategy. Both exercises stretched very substantially beyond the previous horizons for such reviews. Through visioning forward as far as 30 years, the Air Force leadership sought to quicken support for substantial reassessments of core programmatic commitments. The availability of two iterations of strategic visioning of this sort affords a rare opportunity to track the effects of an innovative approach to planning under different leaders, institutional approaches, and circumstances. Along the way, the analysis uncovers a number of important issues that might find applicability to other government organizations, whether in the United States or elsewhere.  相似文献

Policy‐makers claim to support personalized approaches to improving the employability of disadvantaged groups. Yet, in liberal welfare states, mainstream activation programmes targeting these groups often deliver standardized, low‐quality services. Such failures may be related to a governance and management regime that uses tightly defined contracting and performance targets to incentivize (mainly for‐profit) service providers to move people into any job as quickly as possible. This article draws on evidence from third sector/public sector‐led services in Scotland to discuss an alternative approach. These services co‐produced personalized support in partnership with disadvantaged service users (in this case vulnerable lone parents). We suggest that, in this case, street‐level co‐production and personalization were facilitated by co‐governance and co‐management in the design and organization of provision. We conclude by identifying lessons for future employability services.  相似文献
