Private Sector Imprinting: An Examination of the Impacts of Private Sector Job Experience on Public Manager's Work Attitudes

What are the attitudes of public managers who have had full‐time private sector work experience? Public managers with private sector work experience report different perspectives when compared to their counterparts who have spent their entire careers in the public sector. Though private sector work experience negatively correlates with job satisfaction, it only does so for the “new switcher,” whose last job was in the private sector. As careers advance, the negative impact seems to wane, leaving a public sector workforce that, in part as a result of their private sector work experience, are relatively more intrinsically motivated and involved in their jobs. We conclude with discussion of implications for human resources management.     

Simplification： A single tax and a single entitlement

The United States is experiencing a very serious economic downturn. It is now necessary to consider some significant changes in government policy. The system of revenue collection should be simplified with a single tax levied and itemized at the national, state, and local levels. Likewise, the system of benefit distribution should be simplified with a single entitlement paid to each individual at every level with absolutely no strings attached. Such simplification would save a massive amount of time and money even if it was neutral in terms of overall revenue and expenditure. And, it would minimize fraud, waste and abuse. The gains in efficiency and accountability would be enormous.     

Revisiting the (lack of) association between objective and subjective measures of local fiscal condition

Recent fiscal condition literature has been attentive to the consistency between subjective measures of local fiscal condition based on public officials' perceptions and their objective counterparts measured using financial data. Studies have found little evidence of a relationship between them, leading scholars to speculate flaws in measurement or intentional lack of association. This study reevaluates the issue by investigating intervening explanations for the absence of connection. Analyzing survey and audited financial data from 185 municipalities across 31 states, we identify various individual and organizational attributes that help clarify the association between the two types of fiscal condition measures.     

Public Affairs: A field's maturation from 2000+ to 2030

This paper explores the development of the field of public affairs (PA) through the observations, research and experiences of two of its most cited scholars, deputy editors, and longtime contributors to the Journal of Public Affairs. We examine how PA and its practitioners have moved non‐linearly from 2000+ PA, to Public Affairs 2.0, toward a still evolving model of practice. Three areas of practice are explored in depth, including (a) how the function is managed, (b) its communication activity, and (c) how it supports organizations in interacting and engaging with stakeholders and issues. Finally, four alternative futures are laid out as possible paths along which the function may evolve as it moves forward to its next decade's end in 2030.     

Can ICT-enabled real-time data contribute to adaptive management in development programming?

This article aims to explore whether ICT-enabled real-time data (RTD) systems can help to improve the operationalisation of adaptive management of international development programmes. Using a qualitative multi-method approach consisting of 48 semi-structured key expert interviews and four exploratory case studies, we found that RTD can successfully inform rapid tactical adaptive management in development programmes but is, on its own, of only limited use for most strategic adaptive management. The research identified multiple contextual barriers to the use of RTD for adaptive management. These barriers need to be addressed to realise the full potential of real-time adaptive management of programmes.     

‘You will be responsible to the GOC’. Stovepiping and the problem of divergent intelligence gathering networks in Northern Ireland, 1969–1975

From the beginning of Northern Ireland’s Troubles, two different strands of British intelligence were developed in Northern Ireland that failed to effectively cooperate or coordinate their efforts with one another. Though central government was aware (and often opposed) the lack of singular control over intelligence in the province, they were unable to wrest control of security intelligence from the hands of the Army and Special Branch. This problem, meant that a Security intelligence ‘stovepipe’ emerged and that this stovepipe operated without reference (and at times in opposition) to policy initiatives also being pursued by the UK government at the time.     

Now: prefigurative politics through a north Indian lens

This paper focuses on ‘prefigurative politics’ – embodying in the present one's vision of the future – among young people in north India. In so doing it contributes to wider debates on oppositional politics, temporality, India and youth. Building on recent fieldwork in Uttarakhand and Uttar Pradesh, we highlight the ubiquity of civic-minded everyday forms of prefigurative politics among a subset of young men and young women. We examine the temporality of this politics, which, like other recent prefigurative action across the world, emphasizes acting in the present. Young people in north India tend to view the future not as a point on the horizon but as the precipitate of their daily activities. By identifying the energetic attempts of young people within and beyond India to engage in social action, we also provide a counterpoint to negative stereotypes of youth circulating in the media and some scholarly circles.
