ABSTRACT One part of the massive US intelligence effort to learn about Soviet missile and space programs during the Cold War was acquiring and analyzing Soviet space debris that had returned to Earth. Equally important was retrieving US fragments that had landed in foreign nations to prevent the Soviets from recovering and exploiting them. At times bitter jurisdictional battles among the interested government agencies plagued the undertaking. Additionally the Outer Space Treaty of 1967 limited the ability to obtain foreign debris in some circumstances. Despite these problems, however, the available record shows that in many cases the United States acquired and tested important Soviet fragments and also was able to retrieve its own. 相似文献

In the aftermath of the terrorist attacks on New York City and Washington, D.C. on September 11, 2001, U.S. government and military leaders often articulated distinctly pro-American themes in their public communications. We argue that this national identity discourse was at the heart of the U.S. government's attempt to unite the American public and to mobilize support for the ensuing "war on terrorism." With this perspective, we content analyzed Time and Newsweek newsmagazines for the five weeks following September 11 to identify potential communication strategies employed by government and military leaders to promote a sense of U.S. national identity. Findings suggest (a) that government and military officials consistently emphasized American core values and themes of U.S. strength and power while simultaneously demonizing the "enemy," and (b) that journalists closely paralleled these nationalist themes in their language. 相似文献

The sociology of punishment has developed a rich understanding of the social and historical forces that have transformed American penality during the last 40 years. But whereas these social forces are not unique to the United States, their penal impact there has been disproportionately large, relative to comparable nations. To address this issue, I suggest that future research should attend more closely to the structure and operation of the penal state. I begin by distinguishing penality (the penal field) from the penal state (the governing institutions that direct and control the penal field). The aim of this study is to analyze the process by which Al Qaeda has sought to co-opt essentially localized struggles in Southeast Asia into an evolving network of worldwide jihad. The article illustrates how, long before it was appropriate to speak of an entity called Al Qaeda, Islamists have been thinking transnationally since the 1980s. The argument attempts to piece together available evidence to reveal a plausible explanation of the origins, growth and direction of the main Islamist grouping in Southeast Asia, Jemaah Islamiyah, and its deepening relationship with Al Qaeda. The article suggests that the roots of a Southeast Asian terror network can be traced to two geographically separate ethno-religious struggles in the Philippines and Indonesia. The analysis demonstrates that these guerrilla groups orchestrating their distinct struggles were eventually combined through the auspices of Al Qaeda and the globalized franchising opportunities it exploited from the early 1990s.‐ 相似文献

The need to understand the scope for comparative lesson‐drawing on national‐level climate mitigation policy has acquired added significance due to the current impasse in international‐level governance. Greater policy learning or lesson‐drawing among peers at the national level could, to an extent, foster meaningful developments by overcoming generalised international apathy and inaction. In this respect, we analyse the features of one significant example of national climate policy in order to examine the scope for lesson‐drawing, thereby setting out a normative research agenda. The UK Climate Change Act 2008 remains one of the few examples of legally enshrined national mitigation legislation and hence provides a relevant, but surprisingly under‐researched, source of learning for policy‐makers worldwide. By analysing its development, critical features and implementation, this article shows that—despite criticism of the sustainability and implementation effectiveness of the Act—some aspects of the policy could provide lessons for other states, and hence are potentially transferable extraterritorially, although lesson‐drawing itself is conditional on contextual constraints. 相似文献

This prospective longitudinal study examined whether early childhood risk factors contributed to explaining and predicting intimate partner violence (IPV) in midadulthood. Participants included 202 men from the Cambridge longitudinal study who were in an intimate relationship in their mid‐40s. Neuropsychological deficits and the presence of a criminogenic family environment were measured between ages 8 and 10. Antisocial behavior was measured between ages 8 and 18. IPV was measured at age 48 using a self‐report instrument completed by the participants' female partners. Perpetration and victimization rates were relatively high; violence was mostly mutual, and men were more likely to be victims than perpetrators. Findings indicate that a criminogenic environment increases the risk of IPV by fostering the development of antisocial behavior and neuropsychological deficits. A link also exists between a high level of antisocial behavior during adolescence and the risk of IPV later in life. The results suggest the presence of both continuity and discontinuity of antisocial behavior as childhood risk factors that increase the likelihood of future involvement in IPV, but the role of these risk factors is modest. 相似文献
