This article introduces Science Education Policy: A Symposium. The symposium examines trends and issues from the vantage points of individuals from a variety of backgrounds who are concerned with science education in the US. Although optimistic, most of the contributors to this symposium agree that considerable research and evaluation is still needed before we can make informed policy decisions that would have a lasting impact on science education. Abstract. On the basis of data on the Dutch peace movement, we study the relationship between traditional organizations of political intermediation such as parties, unions and churches with a new social movement on the local level. After having argued for the relevance of the institutional context, the general structure of new social movements and the particular structure of the movement under consideration with regard to this relationship, we first present evidence confirming our claims that we are dealing with new social movement. Then we show that the relationships in question are quite elaborate confirming the hypothesis that political activity within traditional organizations and new social movements is to some extent cumulative. More generally, the results imply that the development of the peace movement and other new social movements in the Netherlands is not indicating a diminishing legitimacy of the Dutch political parties.  相似文献

Although regulation is on the rise in the European Union, the liberalization of the telecommunication and energy markets has not created a uniform European Regulatory model. The principle focus of this article is to examine the interaction and regulatory learning between national regulatory authorities and business in the U.K. and German utility markets to assess the degree of convergence and demonstrate how the regulatory relationship has evolved beyond that envisaged in the initial delegation of powers to the regulator. The article shows that independent regulatory authorities have moved from distant and often confrontational relationships with business to strategic working relationships driven by exchanges of information and reputation building and that regulatory learning and trust have evolved at distinct speeds in sectors and countries depending on the number of regulatory authorities in a market place, the degree to which there are concurrent powers between authorities, their discretion in the consultation process, and the length of time that regulatory authorities had existed. Consequently, significant variance is continuously seen in the business—regulator relationships in comparing the young legalist German regulatory authorities with the established independent and discretion-based regulators in the U.K.  相似文献

The social development model seeks to explain human behavior through specification of predictive and mediating developmental relationships. It incorporates the effects of empirical predictors (“risk factors” and “protective factors”) for antisocial behavior and seeks to synthesize the most strongly supported propositions of control theory, social learning theory, and differential association theory. This article examines the fit of the social development model using constructs measured at ages 10, 13, 14, and 16 to predict violent behavior at age 18. The sample of 808 is from the longitudinal panel of the Seattle Social Development Project, which in 1985 surveyed fifth‐grade students from schools serving high crime neighborhoods in Seattle, Washington. Structural equation modeling techniques were used to examine the fit of the model to the data. The model fit the data (CFI ≥.90, RMSEA ≤.05). We conclude that the social development model adequately predicts violence at age 18 and mediates much of the effect of prior violence. Implications for theory and for prevention are discussed.  相似文献

Under the sponsorship of the judiciary, the Santa Clara County, California Juvenile Court, in partnership with the Juvenile Mental Health Department and a technical assistance agency (SOLOMON), has pioneered a Juvenile Mental Health Court for seriously mentally ill children who have become involved in the criminal justice system. The judiciary, probation department, district attorney, public defender, county counsel, and service providers have collectively embarked upon the implementation of a modern approach to mental health diagnosis, triage, and treatment services for youth and families who come in contact with the justice system as a result of the combination of serious mental illness and juvenile delinquency. During the 1990s, there has been an enormous increase in influence in criminology of the risk factor prevention paradigm. This aims to identify the key risk factors for offending (in longitudinal studies) and implement prevention methods designed to counteract them (in experiments). In addition, protective factors are identified and enhanced. This paradigm has fostered linkages between explanation and prevention, between fundamental and applied research, and between scholars, practitioners, and policy makers. It has encouraged the globalization of knowledge, cross‐national comparative studies, and the application of similar strategies for research and action in several different countries. The main challenges for the paradigm are to determine which risk factors are causes, to establish what are protective factors, to identify the active ingredients of multiple component interventions, to evaluate the effectiveness of area‐based intervention programs, and to assess the monetary costs and benefits of interventions. The paradigm can be improved using longitudinal and experimental studies, which aim to retain its advantages while overcoming its problems. Ideally, an international network of researchers should collaborate in investigating and explaining results in different countries.  相似文献
