Party system institutionalization has been analyzed as a key variable supporting democratic consolidation and governability in Latin America. In this article the concept is applied to the case of Mexico, which completed its democratic transition following the elections of July 2000. The framework developed by Scott Mainwaring and Tim Scully in particular is assessed against evidence from the developing Mexican party system. The article addresses the question of whether the institutionalized single party regime has been supplanted by an institutionalized democratic regime. Although on some comparative measures the Mexican system does not appear to be securely institutionalized, this has much to do with the flux associated with deinstitutionalizing a hegemonic system. By examining the issues of volatility, party 'rootedness' and legitimacy, there are good grounds for believing that the Mexican system evinces substantive stability in the patterns of interaction between parties.  相似文献

In 1992, Colorado voters approved the Taxpayers Bill of Rights (TABOR), which severely limits the growth of revenues and spending by state and local governments. TABOR was layered over two earlier revenue-restricting measures. Throughout the 1990s, the state enjoyed a robust economy and the effects of these restrictions were largely masked. However, government funding for several basic services in Colorado was rapidly slipping. When Colorado went into recession, the effects of these restrictions were fully felt for the first time, but neither the governor, legislature, nor policy nonprofits have been able to find a way out of the budget bind.  相似文献

The article examines the presidential and congressional elections of July 2000 in Mexico. The elections brought to an end more than 70 years of single party government and the culmination of a gradual democratisation process stretching back at least a decade. The long term decline in the bases of support for the regime and the changing institutional rules for elections and parties are described by way of contextualising the campaign itself and its leading protagonists. While the new rules of the game guaranteed free and fair elections, issues of internal party democracy and negative, personality-based campaigning do not paint a universally rosy democratic picture. Analysis of the election results demonstrates how the opposition was able to move beyond its traditional geographic confines and challenge across the country. However, voters did not give an unambiguous victory to Vicente Fox; his alliance does not possess a majority in either house of congress. Divided government and developments in the party system are considered as two key issues that will shape Mexico's democratic future.  相似文献
