It is argued that successful social science requires the development of a social ethic or sense of research responsibility. An examination of impediments to ethical reflection in sociology suggests that an individualistic orientation is ineffective in coping with the unintended consequences of social research. Such consequences can be particularly harmful in the sociology of science where policy research and governmental support for its production often entails an indiscriminate advocacy of knowledge. Such advocacy raises anew questions of the power of scientific knowledge, the definition of client-professional relationships, and the collection of data which may not only violate the intent of individuals and groups supplying information, but may undermine the credibility of sociology itself.An early version of this paper was presented at the Sixth Annual Alpha Kappa Delta Sociological Research Symposium, Richmond, Virginia, February 19–21, 1976.  相似文献

Public administration research has identified networks, professionalization, and collaboration with community interests as potential principles by which public organizations can enhance their capacity and effectiveness. This article explores the implementation of these principles by election administrators at the local level, where their ability to conduct elections is the subject of current scrutiny. Findings indicate that election administrators established networks, professional organizations, professionalization requirements and community collaborations prior to the passage of the Help America Vote Act of 2002. Findings also suggest that local election efforts may become more effective as a result of certain provisions of the act that promote centralization and information dissemination. Local election administrators may also continue to build capacity by applying these public administration principles.  相似文献

This paper examines the legal basis for "broad-gauge" or "administrative intervention" decrees in the sort of lawsuits which have come to be known as extended impact cases, polycentric disputes, or public law litigation. It concludes that equity provides an adequate basis for such decrees and that the Supreme Court's recent use of a narrower view of judicial equity powers, sometimes called the tailoring principle, is not compelled by precedent. The paper further argues that the Supreme Court appears headed in the direction of using the tailoring principle in prison conditions cases (e.g., Bell v. Wolfish ), although some support for a broader view of judicial equity power is found in Hutto v. Finney .  相似文献

Realizing that the assessment of dangerousness with a yes/no format as a poor form of violent risk assessment has been the most important lesson learned about violence in the last 20 years. Further examining (a) what outcome and (b) how the indicators of the outcome should be measured has resulted in better violent risk assessment. The most promising methodological innovation in violent risk assessment has been the introduction of the receiver operating characteristic to assess the efficiency of risk prediction. In the future, the tension between prediction and explanation of violence will need to be maintained while focusing on a mechanism-driven strategy of risk management.  相似文献

On the basis of a learning-theory approach to the intergenerational transmission of violence, researchers have focused almost exclusively on violent men's childhood experiences of physical abuse and witnessing family violence. Little consideration has been given to the coexistence of other forms of child maltreatment or the role of family dysfunction in contributing to violence. This study shows the relationships between the level of child maltreatment (physical abuse, psychological maltreatment, sexual abuse, neglect, and witnessing family violence), childhood family characteristics, current alcohol abuse, trauma symptomatology, and the level of physical and psychological spouse abuse perpetrated by 36 men with a history of perpetrating domestic violence who had attended counseling. As hypothesized, a high degree of overlap between risk factors was found. Child maltreatment, low family cohesion and adaptability, and alcohol abuse was significantly associated with frequency of physical spouse abuse and trauma symptomatology scores, but not psychological spouse abuse. Rather than physical abuse or witnessing family violence, childhood neglect uniquely predicted the level of physical spouse abuse. Witnessing family violence (but not physical abuse) was found to have a unique association with psychological spouse abuse and trauma symptomatology. These results present a challenge to the understanding of domestic violence obtained from learning theory.  相似文献

Liberal egalitarians should support a right to secession while seeking to discourage secessions. The coherence of these apparently opposed stances depends upon three important distinctions that are under-explored in existing secession literature: between the right to secede and the choice- worthiness of secessions; between moral considerations relevant in advising would-be secessionists and those relevant in advising leaders of existing states; and between the legitimacy of a secession and the means that might be legitimately employed in advancing or resisting it. There is a strong but conditional right to secession rooted in the principle of associational freedom, but there are good reasons usually not to exercise it. Would-be secessionists should normally be advised against secession, but leaders of existing states should be advised to grant secessions that satisfy certain conditions. Only certain means are legitimate in resisting even secessions that fail to satisfy these conditions. If necessary the conditions that secessionists are expected to satisfy should be relaxed, provided relaxation takes place in a morally appropriate sequence.  相似文献

正The Australian Federal Government recently vetoed two Belt and Road memorandums of understanding(MOUs) signed between the state of Victoria and China's National Development and Reform Commission.Foreign Affairs Minister Marise Payne said the arrangements were considered to be "inconsistent with Australia's foreign policy or adverse to Australia's foreign relations." Newly appointed Defense Minister Peter Dutton thundered that "China and others need to understand that Australia is not going to be bullied and we're standing up for our beliefs."The reactions seem a bit over the top when the MOUs did not actually commit Victoria to specific projects and were not legally binding.
