In line with public sphere theory, media in federal political systems can be expected to provide a forum for federal debate on federal issues. However, as media in Belgium are organized at the level of the language communities this is not necessarily the case. This contribution analyses how political TV debates of the two public broadcasters in Belgium represented the issue of the split of the electoral district ‘Brussels–Halle-Vilvoorde’ (BHV), on which politicians of both language communities were divided. Results show that Dutch-speaking and French-speaking media in Belgium do not serve as a platform for federal debate where the contrasting viewpoints can be expressed, but rather echo and amplify the political consensus of their own language community. 相似文献

Although there are now sophisticated techniques for the analysis of social media, socio‐legal studies has yet to draw on them fully. In this article, we demonstrate how Twitter can produce insights about protest, law, and legality, through a case study of protests against the ‘bedroom tax’. The first involved challenging a policy in the courts using a test case or cases. We discuss the litigation strategies and the mess they created and counterpose those strategies with those of four prolific ‘tweeps’ who participated in our study. We argue that, despite the small number of participants, these people have, in their own way, been enormously influential and made things happen. Our position is not evaluative of the different strategies – but, rather, one that recognizes that legality is mobilized in different ways. 相似文献

In 2010, following a series of high-profile absconding incidents, electronic monitoring (EM) using Global Positioning System technology for patients on leave was trialled as part of a comprehensive protocol for risk management and recovery. We conducted a preliminary evaluation of effect on leave and leave violation. The total number of leave episodes and leave violations over a four-month period prior to the introduction of EM was compared with the totals in two corresponding follow-up periods in the two years after the introduction. Total episodes of leave increased by almost 60%. There was a significant association between year and type of leave episode, with leave episodes after the introduction of EM more likely to be unescorted. Episodes of leave violation reduced in each of the two follow-up periods after introduction of EM. These findings suggest potential benefits for speed of patient recovery, reduced length of stay, reduced costs and public safety. 相似文献

Preparation and planning has been argued to be vitally important as to how effectively investigators undertake their interviews with suspects. Yet, it has also been found in previous research that investigators admit that they plan only occasionally, often attributing insufficient time as a reason for not undertaking the task. Employing a novel research paradigm that utilised theoretical foundations concerning planning, the present study explored empirically 95 South Korean financial crime investigators’ views, using a self-administered questionnaire. With the use of second-generation statistical modelling, an understanding was developed of the relative relationships between various concepts (which had themselves emerged from an established theoretical framework of planning that had been further extended to accommodate the context of the present study). The study found that perceived time pressures actually showed a very low association with interview planning. Rather, investigators’ self-belief as to their own capability alongside workplace culture was each found to have stronger associations with investigators’ intentions to plan for their interviews. As such, we argue that there should be more focus on improving occupational culture relating to interview planning, while developing training programs that identify, evaluate, and enhance investigators’ planning skills. This article investigates the effectiveness of combatant reintegration through a case study of two security-oriented programmes held in Poso, Indonesia from 2007 to 2008. Each programme aimed to prevent further attacks by addressing perceived economic difficulties experienced by youths whose main skill was perpetrating violence. The effect of such reintegration programmes on potential spoilers has typically been conceptualised in terms of programme influences on former combatants themselves. But in a localised conflict context where many combatants may have held jobs while perpetrating violence, the paper finds that the clearest contribution to sustaining peace of reintegration programming was its effect on police capacity to manage security. Police increased their levels of contact with combatants through reintegration and other informal incentives, then leveraged this contact to gather information after security incidents and to detect potential security disturbances. This pattern of achieving security outcomes through police contact with perpetrators of violence owes its conceptual lineage to the counter-terrorism strategy of the Indonesian police. The case highlights the potential for greater exchange between the fields of combatant reintegration and counter-terrorism disengagement. 相似文献

For decades now, scholars have grappled with questions about how knowledge producers can enhance the influence of their knowledge on users and improve policy making. However, little attention has been paid to how policy experiments, a flexible and ex ante method of policy appraisal, obtain influence over political decision-making. To address this gap, an exploratory framework has been developed that facilitates systematic analysis of multiple experiments, allowing hypotheses to be tested regarding how an experiment’s institutional design can influence the views of political decision-makers. Cash’s categories of effectiveness are used to describe an experiment’s conceptual influence; being how credible, salient, and legitimate decision-makers perceive an experiment to be. The hypotheses are tested using 14 experiment cases found relevant to climate adaptation in the Netherlands, with complete survey responses from over 70 respondents. The results show that although, in general, the experiments had medium to high influence on decision-makers, institutional design does have a noticeable impact. Organisers should make choices carefully when designing an experiment, particularly in order to maintain relevance during an experiment’s implementation and to build community acceptance. Suggestions for future research include a comparison of experiment effects with the effects of non-experimental forms of appraisal, such as piloting or ex ante impact assessment. 相似文献

This paper develops a framework to measure parentage policy based on the legal barriers faced by intended parents, taking into account eligibility requirements, rules for genetic relationships, and surrogacy contract enforceability. It then applies this framework to the Canadian provinces. While parentage policy in Canada is undoubtedly a patchwork, policy change has moved in an increasingly permissive direction, often as a result of litigation. Moreover, this study provides an opportunity to develop broader research project for comparative scholars of parentage policy. Future studies of parentage policy, building from the framework developed here, should qualitatively examine the role of policy implementers other than legislatures and determine how policy learning and transfer affect parentage policy change. Because parentage policy can provide legal certainty for parents and prevent legal disputes, understanding the factors behind policy change is an endeavour with both theoretical and practical significance. 相似文献
